Duties
This position serves as the park's Integrated Natural and Cultural Landscape Resources subject matter expert. This position serves as a key member of the Park Management Team. Shall develop and implement a wide variety of field activities in support of invasive plant management, natural resource and cultural landscape resource management programs. Will directly supervise at least one permanent, term, or seasonal GS-5 Biotechnician, Interns and volunteers. Will provide program leadership, build program operations, assist with developing and managing program budget, advance priority park projects, partner with local, state and federal agencies. Will positively and proactively use their expertise, and experience with the members of our park team. Will mix and spray herbicides operate UTV with slip tank sprayer, backpack sprayers and perform maintenance on equipment. Will be responsible for coordinating the parks NEPA compliance, completing PEPC statements, writing and developing natural and cultural landscape management projects. Responsibilities may include inventory and monitoring assessments, habitat restoration and threat mitigation. Will operate a seed drill, foster partnerships with local public schools and Middle Tennessee State University and be the lead for coordinating prescription fires to safely maintain the battlefield landscapes. Responsible for Geographic Information System (GIS) and other information management databases and reporting systems such as the Pesticide Use Program. May carry out program management duties by developing work plans and schedules, scopes of work, cost estimates, and proposals and/or grants to justify funding requests and accomplish goals. May administer and track project funds and prepare accomplishment reports, as needed. This position shall be certified and maintain these certifications: 1) State of Tennessee Pesticide Applicator's License and 2) Red Card as a Wildland Firefighter, Type 2. Both certifications must be obtained within the first year of employment.

Qualifications
All qualifications must be met by the closing date of this announcement-11/14/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
BASIC REQUIREMENT: Successfully completed a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of stud in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position. OR a combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology; PLUS, appropriate experience or additional course work. The quality of the combination demonstrates that I possess the knowledge, skills, and abilities required to perform the work of this position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above. To qualify for this position at the GS-09 grade level, you must possess all of the following minimum qualifications along with the Basic Requirement by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: determining the effects of complex land and water development proposals on the distribution and abundance of living organisms; the short and long-term effects on available habitat, and the effects on landscape characteristics; conducting investigations of the status, life requirements, habitat availability, and improvement/recovery needs for various aquatic and wildlife species and their habitats, including Federal listed threatened or endangered species, candidates species for listing, and other species of special concern; preparing objective reports on aquatic and wildlife issues and of investigations conducted; developing alternatives and preparing specific recommendations for resource protection and restoration activities; acting as liaison with project principals and coordinating with other agencies, tribes, and organizations; providing guidance and assistance on habitat restoration and conservation issues to Federal, Tribal, State, and private interests as well as to other biologists within the office; and negotiating habitat restoration/management plans and agreements with Federal or State, Tribal organizations, and non-governmental organizations or private landowners. You must include hours per week worked on your resume.

EDUCATION: Successful completion of at least two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree from an accredited college or university in a field directly related to fire science, fire management, biological science, agriculture, natural resource management, chemistry or related disciplines. One year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) is considered as satisfying the requirement for one year of full- time graduate study. You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, first divide the total months of qualifying experience by 12. Then divide the number of completed progressively higher-level graduate education (that are in excess of 18 semester hours) by 18. Add the two percentages together; the total percentage must equal at least 100 percent to qualify. NOTE: Only graduate education in excess of more than one-year may be used to qualify for the GS-09 level. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
