About the Position: This Heavy Mobile Equipment Mechanic position is with the New York District, Operations Division, Physical Support Branch, Plant Maintenance Unit located in Jersey City, Hudson County, New Jersey. Duties
Remove, disassemble, repair and overhaul diesel marine engines, winches, shafts, propellers, etc.
Run equipment such as cranes, forklifts, and loaders, etc.
Repair, adjust or modify complex systems and components.
Test engines to determine cause of faulty operation.
Determine the cause and correct the mechanical defect by skilled use of diagnostic equipment.
Improvise repair, when existing procedures will not provide desired results.
Troubleshoot breakdown and malfunction of marine diesel engines, heavy equipment and other systems on land and onboard floating plant.
Install and repair engine high temperature and low lube oil pressure alarm systems.
Take oil samples for the Oil Analysis Program.
Utilize appropriate pneumatic equipment, perform cleaning, sandblasting and painting of vessels hulls.
Repair and maintain shop machinery, including a lathe, band saw, grinding wheels, table saws and drill presses, etc.
Perform maintenance on all shop equipment and on vessels under 65 feet in accordance with the Maintenance Management Plan.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a pre-employment Physical Examination.
- This position has a requirement to lift up to 20 to 50 lbs. in the regular performance of duties.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Heavy Mobile Equipment Mechanic without more than normal supervision to include mechanical repairs to mobile equipment, and powered ground equipment; make operational checks of completed repairs of heavy mobile equipment, and powered ground equipment; and utilize test equipment to diagnose malfunctions and mechanical discrepancies - Failure to meet this Screen Out Element will result in an ineligible rating.
To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Physical Efforts: Stands, walks, stoops, bends, kneels, climbs, and crawls. Works in awkward and cramped positions when welding in hard-to-reach places. Frequently handles objects weighing from 20 to 50 pounds.
Working Conditions: Performs work indoors and outdoors, sometimes in hot weather, and; in noisy, dirty, and smoky areas. Exposed to fumes, infrared and ultraviolet radiation, heat, sparks, glare of torches, and heated materials. Typically works on systems and parts that are dirty, oily or greasy. There is the possibility of eye injury, electrical shock, burns, broken bones, and cuts when working with sharp objects. There is discomfort from protective clothing, gloves, flash shield and eye goggles.
Exposure to abnormal working and extreme weather conditions; exposure to fire, machinery with moving parts. There is a danger of injury from slips, trips and falls, burns, electrocution, oxygen deficient environments, falling overboard and drowning, being struck by/against or caught in/between moving objects. There is also a danger of sprains, foot injuries, extremity injuries, punctures and overhead injuries.
