This position is part of the Warfare Centers Personnel Demonstration Project. The NT-3 pay band encompasses positions equivalent to GS-9 and GS-10; the NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. You will serve as a Financial Management Analyst in the Financial Support Group (01B1) of the Comptroller Department (01) of Naval Surface Warfare Center Dahlgren Division.

Duties

You will analyze financial data and transactions for validity and accuracy. You will provide financial management support and analysis related to Dahlgren Division Service Cost Centers (SCC) and associated stakeholders. You will provide ERP User Management (UM) support within Comptroller and Business Departments. You will review financial data and transactions for compliance with pertinent regulations, policies, and guidelines. You will research errors; determines and posts correcting entries. You will develop a wide variety of financial reports. You will maintain work logs, process documentation, and other reference/historical files. You will communicate and collaborate in a team environment, both within the Comptroller Department and with external personnel. You will support and assist with Financial Improvement and Audit Readiness requirements. You will contribute to comptroller data analytics efforts.

• This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

TO QUALIFY FOR NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing financial data and transactions to identify and reconcile errors in support of process development or operational transactions. TO QUALIFY FOR NT-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 pay band (GS-5 through GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying financial techniques and practices to compile, review, and summarize financial data in accordance with pertinent regulations, policies, and guidelines. Education

TO QUALIFY FOR NT-4: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

• A Ph.D. or equivalent doctoral degree; OR
• Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
• An LL.M., if related to the position being filled; OR
• A combination of experience and graduate education as described above that equates to one year of experience.

TO QUALIFY FOR NT-3: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

• A master's or equivalent graduate degree; OR
• Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
• An LL.B. or J.D., if related to the position being filled; OR
• A combination of experience and graduate education as described above that equates to one year of experience.
