Incumbent is an Accountant for the Central Arkansas Veterans Healthcare System. The position is in the Accounting and Audit section of the Fiscal Service. Fiscal Service performs professional and technical accounting work and provides advisory financial services that effect a major regional healthcare presence.

Duties

Major Duties: Maintains an accrual, fully integrated proprietary, budgetary, and equity accounts, subsidiaries, records, cost accounting records. Responsible for review of systems & procedures for capturing data. Interprets broad/vague guidelines or regulations as applicable to accounting operations, costing, and/or specific problems. Exercise personal judgment & discretion in interpretation and application of guidelines and policy. Applies general accounting principles to analyze, evaluate, interpret, and provide resolution for problems related to general ledger accounts. Provides customer service by phone, in person and/or over the computer with current and ex-employees, vendors, veterans, other government agencies, and visitors. Provide consistent information according to established policies and procedures. Monitor Action Items (AI) for completion. Compose AI responses, reports, standard operating procedures, correspondence, memorandums, and policies. Develops functional tests, writes standard operating procedures, gives oral presentations, and attends meetings on system integration and problem resolution. The incumbent must be knowledgeable of Chart of accounts, applicable subsidiaries & Financial Statements. Responsible for working with numerous different unrelated systems Performs a full range of accounting functions related to Fixed Asset, Equipment & Construction accounting including proper capitalization methods Work Schedule: Monday thru Friday, 8:00am to 4:30pm. (subject to change based on needs of the facility). Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: One of the below Individual Occupational Requirements must be met in order to be considered for this position. 1. Degree: I possess a degree in accounting; or a degree in a related field such as business administration, finance or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED) OR Combination of education and experience: I possess a combination of education and experience: at least 4 years of experience in accounting experience, college-level education, and training that provided professional accounting knowledge. My background includes: Twenty-four hours in accounting or auditing courses of appropriate type and qualify. This can include up to 6 hours of business law. (TRANSCRIPT REQUIRED) OR I possess a combination of education and experience: at least 4 years of experience in accounting experience, college-level education, and training that provided professional accounting knowledge. My background includes a certificate as Certified Public Accountant or Certified Internal Auditor, obtained through written examination. (CERTIFICATION REQUIRED) OR I possess a combination of education and experience: at least 4 years of experience in accounting experience, college-level education, and training that provided professional accounting knowledge. My background includes: Completion of the requirements for a degree that included substantial course work in accounting or auditing, E.G. 15 semester hours, but that does not fully satisfy the 24-semester-hou requirement of A, provided that the (a) applicant has successfully worked at the full-performance level in accounting, auditing or a related field, e.g. valuation engineering or financial institution examining; (b) A panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth depth, currently and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicants education, training and experience fully meet the specified requirements. (TRANSCRIPT REQUIRED) In addition to the Individual Occupational Qualifications above, you must also qualify based on your experience and/or education as described below: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in Federal Service, that equipped you with the participation knowledge, skills, and abilities (KSAs) needed to successfully perform the duties of the position and that is typically in or related to this Accountant position to be filled. Specialized experience includes: prepares, completes and reviews monthly reconciliations and adjustments; performs audits, processes cost transfers, applies accounting principles, theories, and practices; communicates with internal and external employees; verifies costing and experience of financial methods, practices, procedures, and regulations. This experience must be supported by your resume to be creditable. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is principally sedentary. Some work may require walking in factories, warehouses, supply dumps, and similar areas to check on inventories and the existence of, or nature of, equipment and property. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work side. Some employees may carry light items or drive a motor vehicle, No special physical effort or ability is required to do the work. The position is mostly sedentary but requires considerable typing, walking, speaking on the pone with individuals and in group settings, and working at a computer. May be required to stand, bend, or carry items such as papers, bocks, and files.
