About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce. This position is located at Bethesda, Maryland. A recruitment or relocation bonus may be authorized. Medical malpractice liability insurance is not required for federal civilian healthcare providers as they are covered by the Federal Tort Claims Act (28 U.S.C. § 1346(b)) while acting within the scope of their employment.

Duties

Oversee the full scope of primary care services for patients who have both acute and chronic illnesses and conditions covering the entire spectrum of medicine. Ensure that patients are being referred to specialty clinics or consultations are made to admit patients to the hospital when appropriate. Monitor and manage care for patients as they move through the system to ensure cost-effective care. Oversee, teach, and provide consultation to other health care providers (nurses, practitioners, physician's assistants, psychiatrists, medical students, and interns). Serve as Primary Care Manager (PCM) for Soldiers undergoing Medical Evaluation Board (MEB) and their families. Serve as Supervisory Physician of the Medical Evaluation Board (MEB). Board Certified or progressive experience equivalent in breadth and intensity. Serve as approving authority for the DA Form 3947, which is completed by the other providers in the MEB service. Make recommendations to change policies, procedures, and programs needed for the efficient operation of the entire MEB process. Incumbent sets long-term and short-term goals for the operation, in coordination with upper-level management. Provide supervision and consultative advice for professional and administrative matters for all Service Members undergoing the MEB process. Attend meetings and performs briefings at assigned hospital, and potential other off-site locations within the National Capital Region. Ensure that all data reports, metrics, permanent profiles, and other required information is forwarded to Patient Administration Department (PAD), DoD Disability Advisory Working Group (DAWG), and the appropriate PEB within reporting timelines. Serve as an alternate member of the NEC/MOS/Medical Retention Board as part of the LIMITED DUTY program. Review cases of Service Members placed on the Temporarily Disabled Retirement List for accuracy and completeness to assist with determining medical fitness for duty as needed. Perform Fitness for Duty Evaluations on Service Members, as needed.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain current Basic Life Support (BLS) Training and certification sponsored or endorsed by the American Heart Association (AHA). Advanced certification (e.g., Advanced Life Support) does not supersede BLS completion.
  • Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • This position is subject to annual seasonal influenza vaccinations.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact.
  • A pre-placement medical examination is required.
  • This is an inclement Weather Essential position. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.

Basic Requirement for a Supervisory Physician (Primary Care) Position: Degree: Doctor of Medicine from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicants graduation. [A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country). Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least one year of supervised experience providing direct service in a clinical setting, i.e., a one-year internship or the first year of a residency program in an institution accredited for such training. Licensure/Certification: Candidates must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Experience/Training: Applicants must possess 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.
