About the Position: Serves as the Facility Operations Specialist performing duties, which include surveillance and coordination of the maintenance of physical facilities, infrastructure, utilities, and grounds for the area of operation; directs planning, review and recommends approval/disapproval of repair projects and funding for facilities. Positions are with the US Army Engineer Huntington District, Operations and Readiness Division, located in New Holland OH and Dover OH.

Duties

Develop, review, prioritize, coordinate, and guide the execution and documentation of planned and unplanned work. Utilize FEM (Facilities and Equipment Maintenance), an automated maintenance management system to coordinate, track and maintain duties. Assist managers in the development of long-range, multi-year work plans for operation, maintenance, and repair of lands and facilities. Directs the operation, maintenance, and repair activities for facilities, maintenance contractors, and other contractors of a critical nature. Exercises leadership to influence and motivate others. Determines quality assurance necessary to fulfill contractor obligations, as quality control representative for the area of operation. Identifies the need for service contract and determines cost. Formulates and enforces policy regarding standards and technical maintenance repair policies for facilities. Determines repair projects and annual scope of work. Serves as technical expert on policy, regulatory matters, operations, maintenance, improvement, and protection of facilities, systems, equipment, grounds, shorelines and channels pertaining to lands and facilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Requires the ability to obtain and maintain a valid State motor vehicle license, a crane operator’s license, and a boat operator’s license.
  • Position is covered by the Civilian Drug Abuse Testing Program. Incumbent is required to sign a DA Form 5019-R "Condition of Employment for Certain Civilian Positions Identified as Critical under the Drug Abuse Testing Program".

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: developing budgets, schedules, and establishing priorities that follow established policies, procedures, and regulations for navigation and recreation facilities, structures, equipment and programs; using technical knowledge and skills to perform on the ground field repairs and preventative maintenance; utilizing automated maintenance management information systems to maintain and track maintenance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
