About the Position: Lucky Peak Lake is a multi-purpose project providing flood control, irrigation, recreation, fish and wildlife, and hydropower (private) benefits. The work involves operation and maintenance of the dam as well as diverse natural resource management functions.
Duties
Serves as Operations Project Manager at Lucky Peak Dam and Lake.
Responsible for the operations, maintenance, and administration of all resources at Lucky Peak which provide flood control, irrigation, water quality improvement, fish and wildlife enhancement, and recreation benefits.
Responsible for the development and implementation of several programs, including internal control, confined space entry procedures, hazardous and toxic wastes, project physical security, Visitor Assistance, visitor and employee safety.
Responsible for the management and conservation of all natural resources on public lands and waters.
Develops the Operational Management Plan (OMP) for Operations and Maintenance of natural resources, park resources, and dam facilities.
Responsible for planning, developing, renovating, construction, maintaining, closure, and consolidation of intensively used park areas and facilities.
Provides effective communications and visitor assistance programs to assure resource protection and visitor safety, enjoyment, and continued quality public use and support of Lucky Peak and its programs.
Supervises a staff of professional, administrative and wage grade employees.
Assigns work based on priorities, selective consideration of the difficulty and requirements of the assignment and the capabilities of employees.
Develops an effective dam safety program incorporating criteria established by Engineering, Planning, and Operation Division personnel and ensures appropriate inspections and documentation records are maintained for future reference.
Responsible for the Operations and Maintenance of strategic structures including Lucky peak Dam, intake control towers, outlets, emergency spillway, and park facilities.
Responsible for the development of budgets, obligations and expenditure schedules and cost estimates.
Sets priorities for funding of major maintenance, construction of new facilities, and facility modifications.
Promotes acceptance, understanding, and compliance of Government policies and objectives in meeting the needs of the general public with respect to use of public lands and waters.
Represents the Corps at public meetings, courts, media interviews, and civic functions on matters pertaining to the regulations, laws, and policies that govern the use of land, water and facilities.
Determines the full scope of contracts, the process, and decisions on the award or non-award
Serves as Contracting Officer's Representative.

Specialized Experience: One year of specialized experience which includes experience administering (including program planning, budgeting, public liaison) natural resources and/or recreation programs in three (3) or more of the following functional areas: habitat management, fisheries management, wildlife management, cultural resources management, land management, or park and recreation management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
