The Information Technology Specialist (Applications Software) position is located in the Department of Program Services (DPS), Judiciary Data & Analysis Office (JDAO), Data Management Division, Operations and Maintenance Branch. The Division provides the development, implementation, support and security of data applications and data analysis capabilities for Judiciary data.
Duties
This position will report to the Chief of the Operations & Maintenance Branch in the Department of Program Services (DPS), Judiciary Data & Analysis Office (JDAO). The JDAO is seeking a self-motivated professional Information Technology Specialist (Data Management) to serve as an Application / Java Developer. The incumbent will be responsible for supporting Java based projects within the Data Management Division. In this role, the incumbent will assist in the development and testing of Java software applications in multiple environments and platforms and utilizes varying degrees of Java application technologies.
This is a hands-on position and will require the ability to communicate and interact with project management officials regarding customer-focused initiatives that involves support for Data Security Management and Governance initiatives and also Java based application like SEF/Wiretap and ICADS in JDAO. The ideal candidate must possess excellent written and oral communication skills and the ability to articulate and document processes and workflows for use by staff at all levels with varying technical abilities.
The duties of this position include, but are not limited to:
Developing and designing meta data code in Java Angular to support the ingestion of source data from the different enterprise systems into Collibra.
Developing applications that uses Java (JEE Development) Angular, JavaScript/Application Development, Spring boot and Tomcat.
Monitoring, maintaining, and administering all Java Web-based applications that support critical enterprise functions. Migrating Web-based applications to other environments including cloud-hosted solutions.
Serving as the point-of-contact for guiding the development process of Web-based applications. Performing role as subject matter expert for applications and providing informed guidance, support and maintenance of these applications.
Identifying, analyzing, and solving highly complex technical data communication and transformation issues.
Performing source system analysis, mapping the target requirements to source systems, deriving technical specifications from business rules, creating process flows, conducting technical design reviews, and translating the technical specifications to the business users.
Documenting data mappings, data dictionaries, processes, programs, and solutions per established data governance standards.
Assisting with establishing, documenting, and implementing data assets and data lineage and systems integration into Collibra.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience designing, developing, and maintaining solutions for Java software applications in multiple environments and platforms and utilizes varying degrees of Java application technologies. This includes experience developing web applications in Angular, familiarity with Java Frameworks (i.e., Spring, Spring Boot and Tomcat).
