Incumbent serves as an Aviation Safety Technician in a Flight Standards Office providing technical support to aviation safety inspectors and the public. Performs or assists with a wide range of certification, surveillance, and investigation duties requiring research and evaluation.

Duties

At the FG-8 level: When directed, provides technical assistance to the public in areas such as certificate requirements for airmen and aircraft. Extracts information from documents in the technical data library such as type certificate data sheets, airworthiness directives, service bulletins, technical standard orders and supplemental type certificates in support of aviation safety inspectors and industry. Extracts Safety Performance Analysis System (SPAS) data to identify trends for items that affect aviation safety. Provides data to aviation safety inspectors. Conducts and/or assists with investigations as assigned, such as complaints, occurrences, incidents, accidents and enforcement actions. Gathers information, conducts interviews and drafts correspondence and reports. Assists in drafting and issuance of waivers and authorizations, such as aviation events, parachute jumps, pipeline patrol and banner-towing. Checks all documents for appropriateness and completeness. Researches compliance with Federal Aviation Regulations (FAR), policies and procedures. Assists in conducting onsite surveys, if appropriate. Assists with the check airman process for the office by entering data and processing authorizations. Provides technical support to inspectors during surveillance of operators, air agencies, airmen and aircraft. Reviews records, logbooks and certificates. Assists in conducting surveillance of aircraft, equipment and procedures. May be assigned to manage the administrative portions of field office agency aircraft rental program. Ensures participants are notified when proficiency and/or medical requirements are due. Monitors distribution of flight time between participants and recommends appropriate changes. Enters basic information for crewmember in the Flight Activity and Crew Tracking System (FACTS) i.e., sub-program, job category, aircraft/simulator program, etc. May conduct meetings or portions of meetings in support of technical work functions.

Requirements

  • US Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must submit an SF50 (See Required Documents)
  • In-grade/downgrade applications will be accepted.
  • This position may be filled at the FG-8 or FG-9 at the discretion of management.
  • Security Requirement: Moderate Risk (5). This position requires completion and favorable adjudication of a background investigation prior to appointment, unless a waiver is obtained. Subject to a 5 year period reinvestigation.

Qualifications

To qualify at the FG-8 grade level, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to the (FG/GS-7) level. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.Specialized experience includes demonstrated accomplishment in practical technical aviation operations, experience working with computers and common software applications, extracting data, gathering information, assisting in investigative type work and drafting documents. Typically preferred candidates will show technical training and/or certification experience applicable to a regulatory aviation environment.To qualify at the FG-9 grade level, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to the (FG/GS-8) level. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.Specialized experience includes demonstrated accomplishment in practical technical aviation operations; experience in gathering and compiling aviation safety data; experience in analyzing aviation safety information for the purpose of identifying trends; experience in preparing technical reports and documents; and experience in conducting or assisting in aviation investigations such as complaints, occurrences, incidents, accidents and/or violations.
