THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE NON-BARGAINING POSITION.
This position is for a PRIMARY PREVENTION SPECIALIST (PREV WF), Position Description Numbers T0028P01/T0029P01 and is part of the Montana Army National Guard, G9. (PD can be obtained from HRO.)
Selected candidates will NOT be required to be a member of the Montana Army National Guard.

Duties
Serves as the point of contact for harm and abuse prevention programs and activities; provide program coordination and serve as an advisor for the Wing/Region/JFHQ-STATE IPP program.
Serves as a Primary Prevention Integrator (PPI) managing all aspects of a complex integrated primary prevention program (P3) for the Wing/Region/JFHQ-STATE.
Identifies risk and protective factors that lead to or protect against unhealthy or unsafe behaviors.
Promotes actions to mitigate environmental factors.
Provides professional advisory services and training to Wing/Region/JFHQ-STATE Service Members and community agencies concerning available or ongoing violence-related prevention efforts.
Develops coordinated plans for reducing risk factors and promoting protective factors for increased resiliency within the community.
Establishes networking, advocacy, and collaboration processes through which to promote IPP to the community.
Attends relevant community committee meetings to provide input and obtain information related to prevention issues.
Advises Wing/Region commanders in communicating prevention plans and programs to subordinate units.
Serves as consultant and advisor on prevention communications, programming, planning, and processes.
Employs health education and communication skills associated with prevention activities to foster healthy social and cultural norms.
Evaluates the effectiveness of prevention communications campaigns.
Recruits, trains, and facilitates military volunteers for prevention activity implementation.
Conducts trainings around prevention activities, processes, and planning.
Oversees military volunteers who are supporting the implementation of the program to ensure fidelity.
Performs other duties as assigned.
Requirements

- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- May occasionally be required to work other than normal duty hours; overtime may be required.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- Must be able to obtain and maintain the appropriate security clearance of the position.
Qualifications
SPECIALIZED EXPERIENCE FOR GS-09:
Must possess at least one year of experience, education or training equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector which provided specialized experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. The specialized experience must also include experience utilizing the organization, its mission and the organizational staff procedures; experience interacting with a variety of groups and/or individuals; and the ability to apply analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a social science procedural or factual nature.
SPECIALIZED EXPERIENCE FOR GS-11:
Must possess at least one year of experience, education or training equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector which provided specialized experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. The specialized experience must also include knowledge of the organization and its mission and utilized the organizational staff procedures; experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
This position will be filled at the GS-09 trainee grade or the target grade of GS-11. An applicant who is selected at the trainee grade will have potential for promotion to the target grade of GS-11 without further competition. Promotion to full operating/journeyman level will be made after qualifications and eligibility requirements have been met and the incumbent is performing at the higher level in a satisfactory manner.
PLACEMENT STATUS/TENURE OF SELECTEE FOR A NON PERMANENT T5 Position:
TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 5 permanent current employee as selectees only: This may be an obligated position or term/indef only position. If a permanent employee in the Title 5 MT NG Excepted civil service employee accepts this position, he/she will retain their permanent status AND have rights to return to their previous Title 5 position.
TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 5 Term current employee as selectees only: This may be an obligated position or term/indef only position. If a Term employee in the Title 5 MT NG Excepted civil service employee accepts this position, he/she will retain their Term status AND may have rights to return to their previous Title 5 position (if still available).
INDEFINITE APPOINTMENT - For Current Title 32 selectees (any Status) or Title 5 NTE/VRA employees: This may be an obligated position or term/indef only position. If an on-board employee in the Title 32 or NTE T5 excepted civil service accepts this position, he/she will convert to a T5 Term appointment (tenure 3) with possible permanent status OR without possible permanent status. This employee will have NO reemployment rights to their previous T32 position; but may be reinstated to Title 5 NTE/VRA position if still available.
INDEFINITE APPOINTMENT - State National Guard Members not currently a MT NG federal employee: This may be an obligated position or term/indef only position. Selectee will be appointed as a TERM T5 Term employment with possible permanent status OR without possible permanent status (tenure 3)
Education
EDUCATION REQUIREMENT:
Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.
