This position is located in the Finance Section of the Ft. Thompson IHS in Ft. Thompson, SD. The incumbent performs a specified portion or portions of the full range of budget analysis assignments and reports to the Administrative Officer.

Duties

Formulates, develops, and revises annual and monthly budget estimates including the planning and review of funds requirements to support plans and operating programs for the Service Unit. Monitors and tracks obligations and expenditures for the service unit programs throughout the execution phase of the annual operating plan. Verifies that obligations and expenditures occur on a timely basis in accordingly with the annual spending plan and regulatory controls. Maintains commitment registers for the service unit and ensures they are accurate and are up to date with posting of various financial documents. Prepares and submits a variety of recurring (budget projections) and one time reports covering the status of funds, expenses, and the obligations.

GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related or 1 year of specialized experience (defined below) equivalent to at least GS-9 ?To qualify based on specialized experience, y our resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Formulate budget estimates; present budget plans; analyze approved budget plans; maintain effective fund control policies and procedures; provide financial management advice and assistance to staff on department budgets, program budgets, allowances in financial systems, and requests for funds analysis. NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
