This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for this is a Direct Hire Solicitation- This position is being advertised through the Direct-Hire Authority (DHA) for domestic defense Industrial Base (DIB) Facilities and is open to all U.S Citizens to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Reviews various types of authorizing documents, project orders, purchase requests and contractual documents which originate within the installation, from other arsenals, commodity commands, private industry and other government agencies Determines quantity and type of item required, delivery date, inspection criteria, packaging and preservation requirements, specifications, funding authority, etc. Assures completeness of the engineering package used in the processing of requests for quotations or establishment of a firm requirement or order for manufacture or purchase of assigned items, and compiles cost of delivery proposals. Requests information which is missing and where it is found to be non-existent obtains criteria under which the items will be manufactured for customer approval. Prepares staff support package on requirements necessitating a Make or Buy Decision.

  • This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 1 certification within 12 months of being placed on the position.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. For the GS-09 level: Your resume must reflect one year of specialized experience which includes: (1) Applying knowledge of production methods, materials, and/or machinery used in an industrial/manufacturing environment; (2) Assisting in the establishment of production plans to support the manufacture of items; (3) Reviewing contract documents and/or engineering drawings to develop process control plans or procedures; and (4) Developing/ preparing reports, charts, and/or graphs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). For the GS-11 level: Your resume must reflect one year of specialized experience which includes: (1) Applying extensive knowledge of methods, materials, and machinery used in an industrial/manufacturing environment; (2) Establishing production plans to support the manufacture of items; and (3) Reviewing various types of authorizing documents, project orders, purchase requests and contractual documents to ensure required information is accounted for. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, industrial management, engineering, applied sciences, and must have been obtained from an accredited college or university (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach of copy of your transcripts.)
