The Logistics Management Specialist (Assistant Chief Supply Chain Officer) is a senior supply chain management officer for a VA Health Care System with multiple sites of care and supported catchment areas, responsible for the development and integration of a cohesive supply chain. Supports oversight, guidance, management and integration of supply chain operations across the organization, including planning and coordination with fiscal, acquisition, clinical and administrative operations.

Duties

Operationalizes performance and measurement of logistics functions throughout the VA Health Care System for all aspects of the supply chain including requirements determination, acquisition planning/coordination/oversight, purchasing, transportation, distribution, tracking, inventory management/control, reconciliation of undelivered orders, and disposition of supplies and equipment. Conducts logistics audits, compliance reviews and program effectiveness and efficiency reviews based on self-developed and nationally developed standards, of all facility activities to ensure stellar level services are provided and comply with all applicable laws, rules, regulations, directives and procedures. Plans and manages all levels of supply chain activities involved in sourcing, procurement and logistics management. Coordinates and collaborates with a variety of stakeholders; including clinicians, professional/administrative peers, suppliers, intermediaries, third-party service providers, and customers. Oversees, negotiates, and integrates functions with primary responsibility for linking major business functions and business processes within and across organizations into a cohesive and high performing business model. Identifies specific requirements for money, manpower, material, facilities, and services needed to support the program and correlating those requirements with program plans to assure needed support is provided at right time and place. Exercises knowledge of agency program planning, funding, and management information systems and utilizes broad knowledge and skills of organization functions and activities to provide logistical support and coordinate and evaluate the efforts of functional specialists to identify specific requirements to develop and adjust plans and schedules for the actions needed to meet requirements timely. Plans forecasts and executes budget for healthcare resources and services, supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable (EX/NX) and capital equipment, inventory management, warehouse operations, transportation, and distribution. Serves as a senior logistics management expert for the VA Health Care System (an extremely large and complex medical facility that includes multiple hospitals, numerous community based outpatient clinics (CBOCs) and other health care activities dispersed over a large geographic catchment area which supports an employee equivalent population exceeding 4,000 personnel and trains a large number of residents, interns, and other trainees in a wide variety of medical specialties and health care occupations through a number of affiliation agreements; includes full medical, surgical, and specialty services; research; multiple outpatient clinics; nursing home care units; and often a domiciliary; and the facility's surgical complexity designation is rated complex based upon the highest VHA level of facility infrastructure. Coordinates support, answers questions and resolves logistical problems with VBA, NCA, or Vet Centers working through subordinate staff to ensure that equipment, supply, and service requirements of those administrations are addressed. Regular meetings, engagement, communications, etc. are conducted with leadership in VBA, NCA, Vet Centers or other supported agency entities such as call centers in the catchment area to ensure that their unique logistics needs and requirements are being met. Major duties and responsibilities include but are not limited to: Establishes policy and ensures best practices are implemented as appropriate. Directs all supply management, material management, and production control activities. Analyzes the supply chain developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting. Standardizes business processes and establishes performance measures. Plans, develops, and adapts the supply chain management procedures as needed to coordinate the management and control of all expendable (EX) and non-expendable (NX) inventory. Evaluates the overall effectiveness of the logistics activities and operations. Ensures equity in performance standards that are developed by subordinate supervisors. Provide support, technical guidance, and assistance to all organizational logistics personnel. Collaborates with leadership to ensure integrated and seamless logistics and acquisition support to customers. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serving as a supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met. Planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations. Experience assisting with budget formulation and forecasting of expenditures. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some walking and standing may occur in the course of a normal work day in connection with attendance at meetings and conferences, or while researching files, items carried typically are light objects such as briefcases, notebooks, and data processing reports. Lifting of moderately heavy objects is not normally required. No special physical effort is required to perform the work.
