Duties
Provide support to senior agency leadership in the development, oversight and execution of Continuity of Operations (COOP), Crisis Management (CM), and Whole of Government programs.
Performs impact analysis for all forecasted modifications to program metrics ensuring elements are congruent with Federal Executive Branch continuity policy and procedures.
Conduct/summarize after action reviews/reports making recommendations to resolve issues which arise in the planning, programming and execution of all phases of COOP, CM and Whole of Government programs.
Perform multiple facility related tasks to include drafting plans, coordinating, evaluating and refining facility plans; conducting/managing maintenance, and drafting diagrams using architectural software.

Qualifications
To qualify for an Emergency Management Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Managing, planning, executing, maintaining, and ensuring readiness regarding various aspects of the agency continuity mission to include leadership, staff, facilities, and communications as established in Presidential Policy Directive 40 and Department of Defense Instruction 3020.26.
Overseeing quality controls issues dealing with IT systems; environmental controls, access procedures and egress procedures coordinating with force protection and security force personnel in the development of pre-planned responses for planned and unplanned events.
Managing multiple facility and non-facility functions such as: maintenance services, compliance requirements, special purpose spaces, logistics operations, liaison issues, systems operations, safety oversight, space readiness, utilities upgrades, equipment accountability, Secure Terminal Equipment key material maintenance, space management and service/work order preparation, submission, follow-up and other related functions.
B. Education Substitution: Applicants may not qualify for this position based on education in lieu of specialized experience for this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
