About the Position: Serves as a principal staff advisor to the District Commander, Deputy Commander, and district staff principles on matters relating to civilian workforce management. Advises or guides managers in making the most effective workforce management program decisions that support the values and behaviors of the USACE Strategic Vision.
Duties
Advises District personnel on a variety of substantive procedural and policy matters on a broad range of civilian workforce management functions.
Acts as the liaison with the federal personnel office, the Northwestern Division, and the District Command Executive Office to assist management in the effective utilization of workforce resources.
Formulates and provides recommendations that will strongly influence what course of action management should pursue regarding staffing requirements, workforce resources, program objectives, and problems.
Coordinates workforce actions within the District and assures adequate justification is provided on personnel and position actions requests.
Reviews organizational requirements and/or conducts studies relating to turnover, mission, and technology to identify staffing trends, anticipated vacancies, retention deficiencies to develop short and long range staffing requirements and plans.
Serves as liaison between management and the servicing personnel office and coordinates all aspects of the activities personnel actions with the servicing personnel office.
Serves as the coordinator and conducts training courses/sessions for supervisors and employees for the DoD Performance Management Appraisal Program (DPMAP). Tracks the submission and timeliness of performance evaluations.
Advises and coordinates with Supervisors, Selection Officials, and Administrative Professionals on the recruitment and selection process.

For the GS-11: Specialized Experience: One year of specialized experience which includes applying analytical and evaluative techniques to identify and resolve issues or problems of a procedural or factual nature AND interviews with supervisors and/or employees to obtain information. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
For the GS-12: Specialized Experience: One year of specialized experience which includes advising higher level management personnel on performance management AND/OR personnel & administrative functions; AND analyzing manpower data, resourcing data, or historical trend data, AND creating reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09 for the GS-11 level; GS-11 for the GS-12 level).
