Duties

-Engineering Analysis: Performs engineering analyses to include performing and coordinating technical planning activities; data collection (including validation and management); modeling and data analyses; analyses of site location and/or conditions; risk estimation and analyses; or analyses of instrumentation data. -Design: Completes and/or reviews engineering designs to include: 1) planning and conducting engineering studies or evaluations such as preliminary, appraisal, feasibility, final design, and value planning/value engineering; 2) creating, performing, reviewing, checking, and/or modeling engineering designs; 3) developing design criteria, procedures, and instructions; 4) providing technical approval as the engineer in responsible charge of design activities and engineering decisions; 5) contributing to the design and modifications of new and existing complex features to mitigate static, dynamic, and hydrologic/hydraulic loadings; or 6) design, installation, and maintenance of instrumentation systems to provide engineering data for analysis and/or operational decision support. -Coordinate the regional dam safety program including monitoring ongoing dam safety projects throughout the region. Participates in dam safety risk analyses. -Calculating preliminary estimates for repairs; coordinating with internal and external partners; documenting and presenting results; identifying future needs for the asset investment such as extraordinary maintenance and rehabilitation; and project management planning. -Provides technical reviews, peer reviews, and checking of designs, drawings, engineering analysis, and technical documents, specifications, and contract correspondence, ensuring documents are accurate and quality assurance processes were followed. -Documentation and Presentation: Develops project guidelines, protocols, and procedures that are specific to the project; and may review for comment or propose draft Bureau directives, standards, and policies. -Investigations, Assessments, and/or Inspections: Plans, schedules, coordinates, and conducts civil engineering facility examinations, reviews, and/or inspections.

Qualifications

Basic Education Requirements: To be eligible for consideration, you must first meet the Basic Education Requirement for this position, listed below: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one or more program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus AND courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education AND experience: - college level education, training AND/OR technical experience that furnished: (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, AND (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico; Written test -- evidence of having successfully passed the Fundamentals of Engineering (FE) exam or the written test required for professional registration; Specified academic courses -- successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; or Related curriculum -- successful completion of curriculum leading to a bachelor's degree in an appropriate scientific field, e.g. engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Specialized Experience Requirements: In addition to the basic education requirement, in order to be rated as qualified for this position, the HR Office must be able to determine that the applicant meets the specialized experience requirement - this information must be included in the resume. GS-12: To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated professional engineering experience 1) performing site surveys to obtain data to incorporate into code compliant designs; 2) designing construction plans for an organization; 3) provides engineering recommendations and drafts technical documentation based on routine engineering analysis for conventional or routine assignments or for portions of more complex engineering projects, and 4) plan schedule, coordinate, review and conduct civil engineering facility examinations, reviews, inspections, and reports. A Professional Engineering License is required. Applicants must be clear when describing their experience, Human Resources may not make assumptions in determining qualifications. If your resume does not clearly reflect all of the above specialized experience, your application will be marked as ineligible or incomplete. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Selective Placement Factor: This position requires a current, valid Professional Engineering (PE) License. Failure to provide proof of such license will cause you to be rated ineligible for this position. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 11/14/2023.

Education

This position does not allow substituting education for experience.

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
