The DCSA HCMO, Employee and Leader Development Division is seeking a Supv Hr Spec (HR Development) to serve as Chief, Employee Development Branch. In this role you well set the standard for training and educational programs, manage the procurement of training, provide oversight to training contracts, and agency training budget, implement programs, monitor annual mandatory training, assess learning/learner outcomes and apply continuous improvements to training courses, programs and initiatives.,

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes:
Interpreting employee development and training relations and policies.
Develop and manage employee and leader development training programs, events, and activities.
Using financial management procedures, including a Government/Cooperate/Company Purchase Card, in support of training and employee development systems and services.
Analyzing data to determine which courses or programs will be procured by keeping abreast of best-practices, evolving HR developments, and regulatory guidelines from higher authorities.
Benchmarking and data analysis, creating needs assessments and training evaluations.
Communicate orally and in writing to develop administrative processes and procedures and implement programs.
Specifically you will be evaluated on the following competencies:

Financial Management - Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities.
Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
