Duties

The position would serve as the Supervisory Rangeland Management Specialist in the Worland Field Office, supervising a team of up to 6 Rangeland Management Specialists, 1 Range Technician, and 1 Resources Clerk. The incumbent serves as the principal expert and technical advisor for rangeland management in the Worland Field Office. The position provides direction on rangeland health inventory, monitoring, and assessments, allotment evaluations, authorizations, and range improvement planning and NEPA. The incumbent would handle high profile conflicts and decisions concerning grazing use and administration, and manage grazing program protests, appeals, and litigation. The incumbent works closely with senior management in coordinating and consulting with local government, State agencies, special interest groups, other federal agencies and the general public.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. GS-12:In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: experience such as administering grazing permits, including processing, issuance, billing, and monitoring; familiarity with the BLM grazing regulations, The Federal Land Policy and Management Act, and the Taylor Grazing Act; representation of the Range Program on the National Environmental Policy Act (NEPA) interdisciplinary team for the office; writing and reviewing NEPA documents; data entry into rangeland management databases; implementation of range/vegetation improvement projects; handling livestock trespass issues; completion of Rangeland/Landscape Health Assessments (RHA/LHA); experience identifying and monitoring plants; knowledge of invasive/noxious weeds and how to control them; administration of cooperative agreements or contracts for vegetation management projects; and advising management on range/weeds issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Education

Basic Requirements

  1. Degree: range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows:

    • Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning.

    • Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.

    • Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management.

  2. Combination of education and experience: at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown in A above, plus appropriate experience or additional education.
