THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a MAINTENANCE TEST PILOT (TITLE 32), Position Description Number D2459000 and is part of the IL AASF 2, National Guard.

Duties

As a MAINTENANCE TEST PILOT (TITLE 32), GS-2181-12, you will serve as a full performance Maintenance Test Pilot for multi-engine helicopter on one or more of the following rotary wing aircraft: Attack Helicopter, AH-64; Cargo Helicopter, CH-47; Utility Helicopter, UH-60. Major Duties - This is NOT an all-inclusive list: Perform maintenance test flights of rotary wing aircraft to determine that the airframe, power plant and power train, subsystems accessories, and other auxiliary equipment are functioning in accordance with current US Army publications, policies and predetermined requirements in the intended operational environment for the purpose of certifying the airworthiness of the complete aircraft. Conduct final test flights prior to the release of the aircraft for operational use after modification or repairs to include component changes such as engines repairs, transmissions rotor blades, wings, and avionics modification packages performed by the Aviation maintenance activity. Test avionics modification and equipment packages for in-flight reliability, proper operation and accuracy for use in critical or actual instrument conditions to complete approaches to a safe landing. Monitor quality control function to include weight and balance, time before component removal for overhaul (TBO), regulations, Safety of Flight (SOF), Maintenance Information Messages (MIMS), Aviation Safety Action Messages (ASAMS)and DA 2408 series forms for compliance. Compile reports on the suitability, functions, and general practicability of aircraft and components or systems. Certify and release aircraft for flight when they meet US Army airworthiness standards. Coordinate all airworthiness documentation and administrative requirements within and outside the organization. Maintain test flight records and report, in accordance with current directives, publications and flight procedures manuals. Perform ferry flights of aircraft to support installation maintenance activities or for transfer/turn-in purposes.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Must possess and maintain a US Army Class II Flight Physical.
  • Maintenance Test Pilot will be qualified in accordance with AR 95-1 and AR 95-20. (a) Maintenance Manager/Maintenance Test Pilot Course (AMOC), (b) Maintenance Test Pilots will be qualified in the aircraft to be flown.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Subject to a pre-employment drug screening, and random testing thereafter.
  • Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs or must have aviation certifications from accredited military aviation schools. Must provide copy of certifications with application.
  • MUST have UH-60 experience.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Warrant Officer Only - Minimum rank of CW2. Maximum rank of CW3. GENERAL EXPERIENCE: Must possess a competent understanding of this occupation's basic principles and concepts and a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level. SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess specialized experience at the Warrant Officer Level, which includes at least two years operating a specific main-frame military aircraft, mission planning, and mission preparation; experience in civilian aviation programs, military service aviation programs, Army National Guard Aviation Support facilities or Air National Guard Wing/ Operations Groups; experience reviewing and analyzing mission tasking, intelligence and weather information; experience filing flight plans and conducting crew briefings; experience in aircraft preflight inspections, aircraft loading, and equipment assessments; experience performing or supervising work procedures involved in navigation, in-flight refueling, search and rescue operations or surveillance and reconnaissance; experience conducting or supervising the training of crew members in simple to complex mission specific tasks; experience developing plans and policies, monitoring operations, and advising commanders; knowledge of flight theory, air navigation, meteorology, flying directives, mission tactics, and operating procedures; and experience with unit flying, explosive, and ground safety programs in accordance with Department of Defense, Department of the Army, National Guard Bureau, and/or Occupational Safety and Health Administration policies, regulations, and directives. MUST have UH-60 experience. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs or must have aviation certifications from accredited military aviation schools. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
