This position is located in the Department of Defense (DoD), Office of the Inspector General (OIG), Office of the Deputy Inspector General for Overseas Contingency Operations (DIG OCO). DoD IG is the Lead IG for three overseas contingency operations (OCO). ODIG OCO is responsible for producing Lead IG quarterly reports and oversight plans submitted to Congress on Operation Atlantic Resolve and Ukraine Assistance; Operation Inherent Resolve; Operation Enduring Sentinel.
Duties
A Program Analyst demonstrates professional judgment and complies with the standards of the position. The incumbent identifies, gathers, and analyzes information to recommend and draft oversight proposals and draft sections of comprehensive oversight plans discussing U.S., NATO and foreign military strategies, operations, programs; such as security cooperation, security assistance, funding, acquisition and end use monitoring related to Operation Atlantic Resolve and USG assistance to Ukraine, and for other OCOs, as assigned, including Operation Inherent Resolve (Iraq/Syria) and Operation Enduring Sentinel (Afghanistan).
Duties include:
Performs reviews and assessments of programs in areas that include, but are not limited to, oversight of DoD programs, functions, budget appropriations and execution for overseas military operations.
Develops lines of questioning, up to the Secret level, about U.S. and partner activities in the region to assess effectiveness, control, recommend oversight objectives and validate topics of discussion in whole-of-government oversight plans presented to the public and submitted to Congress.
Recommends and drafts oversight proposals presented at agency Engagement Boards and, working as a member of team, drafts sections of complex oversight plans that fulfill the statutory requirement to produce a whole-of-government, comprehensive oversight plan for each designated overseas contingency operation (OCO).
Plans and conducts outreach events for stakeholders associated with OAR; coordinates senior level engagements that support information collection and validation efforts, and conducts site visits to the U.S. European Area of Responsibility and other OCOs regions as assigned.
Provides and justifies recommendations and documents conclusions; identifies corrective actions and defends or coordinates recommendations as required; maintains records.
Research relevant law, regulation, policy, funding related to OAR and USG assistance to Ukraine and other OCOs, as assigned.

- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment, and is subject to random drug testing for the duration of service with DoD OIG.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
You may qualify at the GS-11, GS-12 and/or GS-13 equivalent level, if you fulfill the following qualifications requirements and meet the specialized experience described below:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Performs reviews and critical assessments of programs in areas that include, but are not limited to, DoD programs, functions and missions worldwide, national security, homeland defense, joint and interagency operations, command functions, military operations, logistics, resource management, medical systems, information management and Stabilization, Stability Operations, or comparable key program areas.
Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Audits and reviews at the AD-12 level are less complex, with more limited scope and size and less complicated approaches and methodologies. In some cases, precedent may exist. Data gathered are less voluminous with fewer instances of conflicts; reports and recommendations require similarly reduced analytical and reporting requirements.
Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position is required. Specialized experience is defined as: The purpose of the position at the AD-11 level is to assist senior analysts in conducting studies, evaluations, and assessments of covered DoD programs. Incumbent conducts studies, evaluations, and assessments of smaller DoD programs that typically do not have the scope of major programs that reach across the entire Agency.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.
