Duties
Serves as the Director, Accounts Payable Support Division, leading the Scanning and Indexing, Customer Service, Debt Collection and Improper Pay, and Control and Review teams.
Manages the review of a variety of Accounts Payable financial policies, guidelines, data, documents, reports, processes and procedures to determine trends preventing operational efficiency.
Advises senior leaders of findings and recommendations for corrective action and coordinates with customers to improve organizational processes.
Coordinates and participates in the development and presentation of program training.
Participates in formal and informal management planning, policy and decision-making sessions.
Advises on the legality of entitlements and/or collection actions and recommends policy on operational interfaces with serviced activities.
Resolves pay, entitlement, and accounting problems unique to the customer.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience at the GS-11 level is defined as performing extensive financial management analysis of governing policies, business procedures, and regulations to ensure improvements, efficiency, and effectiveness of operations.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

GS 12 and above: Education is not substitutable for specialized experience at this grade level.
