These positions are located in National Parks of Eastern North Carolina, in the Resource Management Division.

Duties
The typical seasonal entry-on-duty period for National Parks of Eastern North Carolina is March, but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: March 24, 2023
Pay Rate by Location
Buxton, North Carolina: $18.29 per hour
Nags Head, North Carolina: $18.29 per hour
Ocracoke, North Carolina: $18.62 per hour
Major Duties:
Assists in conducting wildlife censuses and surveys and assembles basic information on wildlife populations such as habitat use, sex, age structure, seasonal movement, and nesting characteristics.
Collects data on condition of forage, range, or habitat; and makes preliminary determinations on the cause of problems noted, e.g., predation, erosion, overpopulations, toxins. Seeks assistance for situations not covered by instructions or guidelines.
Enters and retrieves data from Geographic Information System (GIS) and/or other databased and information management systems. Prepares graphs, charts and illustrations for reports and technical publications using a variety of computer software.
Monitors and assists in control of wildlife. Participates in the capture of wildlife, applies visual and radio tags, and gathers physiological and spatial data on wildlife.
Regularly interacts with visitors and the general public to communicate wildlife information and resource management objectives, goals and policies relevant to public access within the Seashore.
Adheres to established control/quality assurance protocols and safety procedures.
Recommends modifications to field activity procedures to accomplish project objectives; and prepares draft correspondence relating to field activities and results.
Provides logistical support and area orientation for contract or cooperating scientists; and provides technical information to cooperators regarding past and ongoing field activities in their specialty area.
Provides advice, assistance, and training to lower graded technicians, volunteers, and/or YCC enrollees in gathering field data, including proper and safe handling of equipment and tools and operation of motorized vehicles.
Assists in the preparation of reports, plans, and guidelines on such issues as recreational use by collecting and compiling the specified data.
Uses standard statistical methods and procedures in performing routine and recurring testing of the field data collected and applies these findings in assisting with the preparation of reports relating to field activities.

The Outer Banks are comprised of several beach destination towns including Manteo, Nags Head, Kill Devil Hills, Kitty Hawk, Buxton, and Ocracoke. The beaches and the Albemarle and Pamlico sounds provide exceptional recreational opportunities such as fishing, surfing, boating, and many other watersports. There are highly rated elementary, middle, and high schools and numerous extracurricular activities available for children. The Outer Banks has modern conveniences such as grocery stores, retail shopping, banks, a hospital, and many restaurants. The cost of living on the Outer Banks is somewhat expensive as compared to other eastern North Carolina communities. Qualifications
All qualifications must be met by the closing date of this announcement-11/14/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position at the GS-05 grade level, you must possess at least of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Research activity or control program work. Nursery work that required the growing and maintenance of plants in a controlled environment. Work comparable to that with a large dairy farm where production records, animal environment, and sanitary conditions were kept in accordance with modern dairy practice. Farming experience that was not performed in a controlled environment, or experience as a laborer who was not responsible for planning and scheduling his/her own work, but only performed assigned tasks, would not qualify as specialized experience. You must include hours per week worked.

EDUCATION: Successful completion of a 4-year course of study above high school leading to a bachelor's degree (120 semester hours/180 quarter hours) with major study (or at least 24 semester hours) in biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics. At least 6 semester hours must be directly related to wildlife biology. You must include transcripts.

Combination of Education and Experience: Successful completion of a combination of education and experience as described above. Examples of how education and experience may be combined would include 6 months specialized experience (50 percent) and 90 semester hours of post-high school education (50 percent) or 9 months specialized experience (75 percent) and 75 semester hours of post-high school education (25 percent) to equal 100 percent of the requirements. You must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
