This position is located on a Forest Service unit and is responsible for providing administrative and management service to support the unit. This position serves as the primary resource for assessing needs and developing plans to meet the administrative and operational requirements of the unit and is a central point of contact for administrative functions. Duties

Serve as central point of contact for information on a variety of administrative functions, procedures and requirements on the unit. Develop administrative plans and procedures to manage and assess the impact of new and on-going guidance as they apply to unit programs. Review new guidance and procedures provided by the Regional Office to determine their impact on the unit. Serve as the primary resource for assessing needs and developing plans to meet the administrative and operational requirements of the unit. Consult with Regional Acquisition Management staff assigned to the unit to provide general overview of procurement guidance and regulation Ensure unit records are managed and maintained as required by agency policy. Make recommendations for operating procedures and guidance pertaining to administrative management operating practices. Provide general guidance and answers to inquiries concerning the application of administrative regulations, legislative acts and policies received from Regional and/or National Office to ensure compliance with unit priorities. Collaborate regularly with unit staff to discuss status of their projects, to identify issues affecting the operation of the activity, and to provide an opportunity for exchange of relevant information. Monitor unit’s program of work to ensure program managers’ planned projects and obligated funds will meet timelines set by the Regional Office. Coordinate and oversee the unit’s records inventory and file management plans to account for and dispose of inventory, real and personal property, and financial assets on the unit. Assist in the development of administrative plans and procedures to manage and assess the impact of new and on-going guidance as they apply to unit programs. Develop workforce plans for hiring and management of personnel on the unit to include maintaining organizational charts. Prepare recommendations and forecast impacts of potential program modifications. Review guidance and other program requirements to ensure there is accountability and reporting systems to address the specific needs. Coordinate with management to ensure consistency in program delivery. Apprise appropriate staff of potential problems.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-09: You must have one year specialized experience equivalent to the next lower grade in the Federal service. Specialized experience is defined as three or more of the following: Managed all administrative functions in an office setting; and/orplanned, organized, directed, and coordinated office activities; and/or managed procurement programs and activities; and/or completed contract administration activities; and/or reviewed and coordinated operating budgets; and/or maintained property management records for accountable property. OR Substitution of Education for Experience: Graduate Education: a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if directly related to the work of this position OR combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university. Experience must have demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
