About the Position: This position is located within the U.S. Army Corps of Engineers, Huntington District, Engineering & Construction Division, Cost & Technical Support Branch. You will serve as a Land Surveyor Subject Matter Expert (SME) with wide latitude of independent action and decision to accomplish the mission of the Geospatial Section. You will be considered a senior advisor and technical expert on all land surveying and contracting geospatial matters.
Duties
Conducts and participate in Agency Technical Reviews, utilizing a CERCAP certification and performs on Agency Technical Review (ATR) teams in matters that pertain to surveying, monitoring, and other geospatial discipline.
Prepares professional survey analyses and reports for Federal, State, and local government agencies.
Assists with survey and mapping programs, such as topographic, hydrographic, geodetic, cadastral, aerial photogrammetry, remote sensing, and GIS related support systems across the District.
Serves as a technical expert in the field of Geospatial services and products using state-of-the-art technologies to deliver products.
Resolves complicated problems and makes decisions on types of features to be studied.
Designs parameters to be used in such studies and coordinates these activities with other technical elements.
Performs the project lead duties on large, complex dam safety and boundary surveying projects.
Leads the assessment of surveying competency and recommends appropriate training.
Participates in the pre-selection and/or selection committee to award A-E Indefinite Delivery, Indefinite Quantity (IDIQ) contracts.
Confers with local civil interests, State, Federal, and other government agencies to resolve problems or outline methods of approach when proposed work affects or requires approval of such authorities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Professional Surveying license in good standing is required IAW ER 690-1-1212.
- Must be either a current Certified Federal Surveyor (CFedS) or obtain certification within one year and maintain said certification.
- Must be either a current certified A-E COR and A-E Negotiator or obtain certification within one year and maintain said certification as described in EP 715-1-7 and PIL 2012-06 COR.
- Incumbent may be required to travel up to 35% of the time.

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement for Land Surveyor:
A. Degree: Bachelor's degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.
OR
B. Combination of Education and Experience: Courses equivalent to a major in land surveying or civil engineering, as described in paragraph A, plus appropriate experience or additional education.
OR
C. Registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes serving as a subject matter expert in areas geospatial functions to include survey, mapping geographic information systems (GIS), assisting in managing and leading various surveying or geospatial projects or teams, managing contact requirements, preparing schedules for projects and planning surveying and metric mapping functions.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
