Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Portfolio Management Specialist, you will:
-Serve as an asset manager for complex property portfolios for agency-owned and/or leased assets for a region, act as a liaison, advisor, and representative on sensitive and complex issues, and provide expert advisory assistance developing solutions to complex Property Management problems. Skillfully negotiate with Public Housing Authorities (PHAs) in agreements and arrangements for recovery and sustainability in maintaining viability of troubled properties.
-Review and analyze current and historic financial data; compare previous annual statements with recent financial information; analyze current operation expenses and project financial data to form the basis for decisions on needed management improvements and ultimately, development viability.
-Review audits of projects and take action to have PHAs comply with the regulations. Recommend closing of HUD-OIG audit findings when compliance has been attained.
-Analyze the Public Housing Assessment System (PHAS) and/or the Section 8 Management Assessment Program (SEMAP), or a revised management assessment instrument score data, results of the physical inspections, audit findings and results of a customer service survey to identify trends and develop strategies and unique plans to address extremely complex problems and issues.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized Experience for this position includes:
-Oversight and Management of a Program Portfolio.; AND
-Managing and working with Low Rent Public Housing or Housing Choice Voucher Programs.; AND
-Analyzing data of programs and operations and making recommendations to improve efficiency and effectiveness.
Specialized Experience: For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes:
-Managing a Program Portfolio.; AND
-Working with Low Rent Public Housing or Housing Choice Voucher Programs.; AND
-Identifying and analyzing situations and making recommendations to resolve problems or improve processes.; AND
-Communicating specific mission goals, needs, or problems with internal and external stakeholders.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
