The position is located in the Veterans Health Administration (VHA) Office of Finance. Through the VHA Chief Financial Officer (CFO), VHA's Office of Finance serves in a mission critical role as the principal financial advisor to the Under Secretary for Health (USH).

Duties

Serves as the primary technical and operation consultant for the development and implementation of new programs and/or initiatives or expanded responsibilities for current programs/or initiatives that have a direct impact on eligibility, data management, health care claims processing, problem resolution and pharmacy. Develops and implements procedures relating to Office of Finance programs, activities or functions. Provides oversight of the program mission and objectives. Coordinates program activities with the assigned area managers to analyze and identify the need to redistribute workloads, workforce skills mix and positions to meet legislative or regulatory changes impacting the organization and recommends changes to the Deputy Director. Works with legal, policy, fraud, and auditing to ensure these areas are addressed during implementation of initiatives and process improvements information flow. Collaborates with senior staff to conduct studies on costs, efficiency, and productivity and assesses the impact and resulting implications for staffing and budget. Work Schedule: Monday - Friday; 40 hrs/week; TOD based on organizational need Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Communicates orally and in writing complex and technical matters with all levels of people with varying levels of understanding, including both administrative and medical personnel. 2) Oversees recommendations and changes to the effectiveness of work methods and procedures, manpower utilization, distribution of work assignments, management controls, and similar functions of management. 3) Monitors budget expenditures and reports to senior management regularly on the status. 4) Ensures quality management activities are designed to improve quality of claims processing and other business procedures. 5) Operates under a high level of visibility while representing the directorate and organization. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary in nature, although some slight physical effort may be required.
