The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Underwriter, you will:
Assume responsibility for each assigned project's overall application, processing, construction, closing, management control, coordination and execution in accordance with HUD's published guidelines and guidance.
Serve as a point of contact for projects assigned with senior HUD management, the sponsor, representatives of other Federal, state and local government agencies, and other external organizations.
Assist and advise lenders and other professionals in structuring transactions so as to meet HUD and FHA financing requirements.
Conduct site visits, including environmental inspection, complete and/or oversee completion of all elements of HUD's financial and underwriting review, for projects requesting FHA mortgage insurance.
Oversee third party contract management and assign, review and analyze, coordinate and reconcile third party reports such as appraisals and environmental assessments for complex transactions.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.
Specialized Experience for this position includes:
- Utilizing a range of concepts, principles, and practices to refinance, acquisition or construction loans for multifamily properties (5 or more units) such as: rental apartment or multifamily cooperative buildings with features such as commercial space, condominium space, age-restrictions or sites with environmental concerns; AND
- Interpreting and communicating laws, regulations, policies and procedures of mortgage insurance programs; AND
- Providing technical advice and policy guidance on multifamily development financing and underwriting related issues.
OR Education: You may substitute education for general or specialized experience as follows:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
Specialized Experience: For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.
Specialized Experience for this position includes:
- Interpreting and communicating policies or procedures of real estate financing programs; AND
- Utilizing a range of concepts, principles, and practices to refinance, originate, or underwrite multifamily properties.
OR Education: You may substitute education for general or specialized experience as follows:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
