Serves as an Energy Engineer and facilitates complex actions to ensure the implementation of major, state-of-the-art, ESPC projects and contracts. Develops, recommends, and makes determinations of solutions to the most complex energy engineering and operational problems. This position is located in General Services Administration (GSA), Public Buildings Service (PBS) of the National Capital Region (NCR). We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Provides creativity, interpretation, adaptation and application of design and engineering principles and practices which lead to solutions of design and construction energy problems. In addition to traditional engineered systems are: solar thermal and solar photovoltaic (PV) technologies; variable air volume, demand control ventilation; closed loop, open loop and open well geothermal technology; DX and package unit design; electric, steam turbine, absorption and gas driven chillers, and wind turbines. As the engineering authority, interprets policies, regulations, engineering criteria and codes and provides such information to the project team members across all PBS Divisions. Reviews designs for Energy Act and Executive Order compliance (e.g., Executive Order 13693 (Planning for Federal Sustainability in the Next Decade) Energy Policy Act of 2005 (EPACT 2005), the Energy Independence and Security Act of 2007 (EISA 2007) and Executive Order 13423). Provides guidance, training, and consultation in resolving compliance issues; inspects complex and/or major construction and operational plans at critical stages. Examines and performs on-going reviews of preliminary through final designs prepared by private architect-engineering firms to confirm maximized energy efficiency. Design reviews include constructability, cost control/analysis and adherence to sound engineering principals. Participates in value engineering workshops for prospectus level projects. Advises and provides consultation to project and program managers of methods and procedures to be used on complex building issues. Conducts visits and virtual meeting with field offices and/or construction project teams to observe and report on the technical aspects of energy efficiency. Evaluates the quality of workmanship; compliance with authorized standards and codes, approved plans and specifications and other requirements. As a technical expert in energy issues, acts as a troubleshooter and will consult field offices with special problems related to energy efficient operations. Communicates with the engineers, building managers and property managers indicating findings and provides appropriate recommendations for any immediate corrections or actions required delineating findings and recommendations.

SPECIALIZED EXPERIENCE:  In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is experience in identifying solutions, based on industry standards, to address complex energy related problems and achieve energy conservation goals. This experience must include: analyzing the energy impacts of alternative building systems considered during the design, construction, and maintenance phases of the building life-cycle; reviewing project designs for compliance with applicable energy and sustainability requirements and standards; evaluating existing building operations to address high energy and water use; and evaluating and selecting energy conservation technologies for addition to existing buildings.
