This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Supervisory Social Worker (BHIP) will be in direct collaboration with the BHIP Section Chiefs, providing guidelines as to the general policy and direction of Social Work activities in the program. The Supervisory Social Worker (BHIP) is responsible for the supervision of the Social Work staff within the BHIP program, performing work at various GS levels up to their own grade, maintenance of their own clinical case load, and providing administrative, technical, and clinical supervision necessary so staff can accomplish the work outlined by the program requirements. - The incumbent serves as the subject matter expert for the practice of social work within the BHIP Program. The incumbent attends all national and local BHIP calls to include expansion calls and/or technical assistance calls. - The incumbent is skilled in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management. The further possess the ability to provide or assist with staff training and development in these specialized interventions and treatment modalities. - The incumbent may carry a minimal clinical caseload and manage difficult cases for line staff assigned under the incumbent's supervision. - The incumbent is responsible for making decisions regarding work problems presented by subordinate social workers. The incumbent collaborates with others in negotiating, deciding upon, and/or coordinating social work-related changes affecting other programs. The Social Work Supervisor advises Care Line Managers/Chiefs on problems involving the relationship of social work activities to the various units and programs. - The Supervisory Social Worker (BHIP) analyzes organizational and operational problems, develops and implements solutions that result in efficient operations within the BHIP program. In collaboration with BHIP section chiefs and program analysts, the Supervisory Social Worker (BHIP) uses data to manage workload, quality, performance, and productivity within the program. - The Supervisory Social Worker (BHIP) develops and implements methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes. He/she closely works with both the Section Chief, multidisciplinary team members, and his/her Social Work staff to operationalize these system changes. - The Supervisory Social Worker (BHIP) offers staff training, consultation, and development to colleagues and students on the psychosocial issues involved in therapeutic process, rendering professional opinions based on experience and expertise, and will role model effective social work practice skills. - Having consultative authority, the Social Work Supervisor (Mental Health) serves as a vital professional influence and resource to Local Leadership through Social Work Service in their compliance with standards defined by accrediting organizations, such as The Joint Commission and the Council on Accreditation of Rehabilitation Facilities (JCAHO and CARF) standards applicable to Social Work. - The incumbent serves the Medical Center at large in a variety of capacities, such as committee assignments, investigations, personnel matters, and special projects. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Grade Determinations: Supervisory Social Worker, GS-13: Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.(c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development.
