The primary purpose of this position is to serve as an Air Force Civil Engineering Geospatial Engineering Project Manager advising Air Force Civil
Engineer Center (AFCEC) and Department of the Air Force installations with the management, integration, direction, mapping, and analysis of
geospatial information and technologies supporting the AF CE GeoBase Program.
Duties
- Serve as a Geospatial Project Manager.
- Plan and provide guidance and resources to organize, train, and equip installation personnel to develop and maintain installation geospatial mapping information.
- Serve as a consultant and technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations.
- Assess Air Force Civil Engineering Geospatial program effectiveness.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1373 Land Surveying Series, GS-1370 Cartography Series, and/or 0150 Geography Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
GS -0150 Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. NOTE: YOU MUST SUBMIT A COPY OF YOUR UNOFFICIAL TRANSCRIPTS.
GS-1370 Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). NOTE: YOU MUST SUBMIT A COPY OF YOUR UNOFFICIAL TRANSCRIPTS.
GS-1373 Degree: land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments. NOTE: YOU MUST SUBMIT A COPY OF YOUR UNOFFICIAL TRANSCRIPTS.
NOTE: The basic requirements for the 1373 series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: GS-0150 Geographer
Applicants must have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-12) level or equivalent (grade level, pay schedule, pay band, etc). Examples of specialized experience includes advising installations and management, integration, direction, mapping and analysis of geospatial info and technologies supporting the geospatial program; ability to conduct briefings and provide trainings; and creating and developing analysis.
SPECIALIZED EXPERIENCE 1370-13; Cartographer
Applicants must have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-12) level or equivalent (grade level, pay schedule, pay band, etc). Examples of specialized experience includes the specific use scientific and/or engineering methods of research and investigation to solve complex scientific, engineering, and/or developmental problems.
SPECIALIZED EXPERIENCE 1373-13; Land Surveyor
Applicants must have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-12) level or equivalent (grade level, pay schedule, pay band, etc). Examples of specialized experience includes using concepts, principles, procedures, regulations, laws, and instructions applicable to Land Surveying; providing technical and functional assistance in making decisions pertaining to Land Surveying; and preparing and/or executing programs, policies, procedures and activities in Land Surveying.

COMBINATION OF EXPERIENCE AND EDUCATION:
GS-0150: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as
shown above, plus experience or additional education.
GS-1370: courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in
cartography, and/or directly related science, and related mathematics, as shown above, plus experience or additional education.
GS-1373: courses equivalent to a major in land surveying or civil engineering as described above plus experience or additional education.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge encompassing a wide spectrum of geospatial applications, terrain and geographic principals, and industry data standards to include knowledge and ability to apply new developments, procedures, and methods for geospatial applications; solving unique and complex tasks to provide unique and/or innovative geospatial capabilities with significant application throughout the enterprise for complex work requirements.
2. Knowledge of functional work area disciplines (e.g. engineering, planning, utilities, communications, security, safety, environmental management, emergency response, etc.) and business processes to support these functional requirements.
3. Skills in Geographic Information System (GIS), surveying equipment and software with a working knowledge of computer aided design and drafting (CADD) and building information management (BIM); includes knowledge of the capabilities, limitations, and employment of commercial-off-the-shelf software and equipment used by industry.
4. Ability to solve highly complex problems; make decisions or recommendations that significantly influence important agency programs on geospatial applications; or develop new approaches for other experienced specialists to use in solving a variety of problems or in expanding services.
5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies.

PHYSICAL EFFORT: The work is primarily sedentary. Some work may require periods of walking, standing, bending, climbing, or driving a motor vehicle and work may be conducted in flight-line or industrial areas. Some worksites may involve exposure to noise or environmental hazards requiring use of appropriate personal protective equipment. Employees may carry light items such as books, instruments, and other similar materials. The work does not require any special physical effort.
WORKING CONDITIONS: The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work may also involve occasional exposure to conditions in production facilities, laboratories, or industrial sites requiring normal safety precautions.
