This position is located in Region 1, Nez Perce-Clearwater National in Kamiah, ID. This position is located on a Forest Service unit where the incumbent performs a wide variety of activities in planning and implementing a comprehensive public affairs program. Duties

Plan a comprehensive public affairs program for the unit. Anticipate the views of organized groups and recommend presentation of the agency's position on controversial issues. Respond to requests for information by special interest groups and the general public which may involve controversial issues. Conduct public meetings, workshops, field trips or other forums designed to foster public participation. Write the layout and other informational material used in the public affairs program. Coordinate the public participation program which is designed to involve interested publics about the decision-making process. Inform interested publics, including other agencies, organizations, and individuals, of activities and programs. Develop and maintain effective working relationships with media representatives in the unit's zone of influence.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-11: Applicants must have one (1) year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as one or more of the following: Planned, facilitated, and executed public engagement activities on a unit that incorporated the senior level official's intent and direction, using innovative and effective techniques to engage diverse groups. Responded orally and in writing to requests for information by determining the nature of the data required and collecting and assembling the material using the appropriate format and style based on needs and organization practices. Assisted in evaluation and analysis of public comments on management issues. Identified areas to be addressed, characteristics and needs of the target audience, and communication techniques most appropriate. Developed recommended approaches and drafting material for supervisor's approval. Developed and presented informational audio-visual material using new technologies and social media. -OR- Completion of three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework is directly related to position being filled). -OR- A combination of graduate level education and specialized experience that is directly related to this position that together meets the qualification requirements for this position. Only graduate education in excess of 36 semester hours may be used to qualify applicants for this grade level. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time.
