This is a bargaining unit position with AFGE Local 228. This is not a (drug) testing designated position (TDP). This position is located in the Small Business Administration, Office of the National Ombudsman in Washington, D.C. This position promotes a fair and responsive federal regulatory enforcement and compliance environment for small businesses doing business with federal agencies.

Duties

The Case Management Specialist: Develops strategic plans and performance reports, prepares budgets and acquisition plans, processes travel authorizations and expense reimbursements, manages time and attendance and purchases supplies. Uses independent judgment and decision making in order to present cases to each high-level federal agency representative such that each particular agency understands the case and is able to respond in a timely and factual manner. Establishes and nurtures relationships with federal, state and local governments, non-profits and private sector organizations to reach mutually acceptable agreements and outcomes. Communicates and collaborates with external and internal stakeholders, including small businesses, senior federal, state and local government officials, Congressional Staff, trade associations, SBA resource partners, Regulatory Fairness Board members, the Ombudsman community and public. Performs other duties as assigned.

Qualifications

GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector: Develops strategic plans, performance reports, preparing budget and acquisition plans; and Analyzing program implications, policies, and regulations; and Utilizes Contracting Officer Representative (COR) duties to submit annual reports; and Provides written and oral communications to senior leadership and external organizations; and Performs recruitment, liaison, marketing and outreach activities. These qualifications must be clearly referenced in your resume. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled All qualification requirements must be met by 11:59 pm (Eastern Time) on 11/14/2023.
