As the Safety, Health and Environmental Manager of the National Bio and Agro-Defense Facility (NBAF) you will have lead responsibility for developing and overseeing a comprehensive safety and occupational health program, hazardous waste and a robust environmental protection program, and providing technical guidance and oversight in these areas.

Duties

The duties may include, but are not limited to: Provide leadership, technical direction, and oversight on occupational health and environmental protection issues to employees. Review, analyze and interpret USDA, ARS, and APHIS environmental laws, regulations, standards, policies, guidelines and Executive Orders to identify potential impacts. Formulates and develops safety and occupational health policy consistent with prevailing Federal, Departmental, and APHIS and ARS Agency requirements. Develop guidance materials and written procedures for implementation of technical safety standards, codes, and safety requirements for a wide variety of operations or activities. Performs comprehensive evaluations and compliance surveys of various worksites. Investigate reports of unsafe or unhealthy conditions in the workplace with the goal of providing a safer, healthier workplace, and reducing work comp claims. Develop and/or coordinate the delivery of training with the Training Manager and other staff on a variety of safety and occupational health topics. Apply current advances in the safety and health field along with experienced judgment in solving novel or obscure problems.

Requirements

  • Successful completion of one-year probationary period, unless previously served.
  • Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

  • Some lifting of equipment weighing 50 lbs. or less such as microcomputers and printers is required.
  • The selectee is expected to disrobe, shower in and shower out, and wear laboratory-issued uniforms when working in high Bio-Security Level 2, 3, and 4 laboratories as a regular part of his/her duties.
  • Selectee must be able to obtain and maintain a valid US passport.
  • Subject to a CJIS security clearance.
  • Position is subject to random and applicant drug testing.
  • The incumbent must receive and maintain a favorably adjudicated Public Trust

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Analyzing and evaluating safety and occupational health problems using practical methods and techniques. Assessing safety and occupational health measures in a high containment laboratory. Providing leadership and technical direction on safety and occupational health issues on a national basis. Planning, conducting, reporting and ensuring follow-up reviews of actions related to on-site safety and health issues; Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
