This position is located in the Washington, DC Commuting Area in the Bureau for management, Office of Management Policy, Budget, and Performance, (MPBP), USAID Annex: 500 D St SW, Washington, DC 20024, at the U.S. Agency for International Development (USAID).
Duties
Determines methodologies and application across the Agency and prepares changes in Agency-wide policy, guidance, goals and objectives to improve organizational functions.
Formulates and manages solutions and initiatives to improve efficiency and effectiveness of management performance; develops and provides training and technical assistance, both virtually and in person.
Directs staff and contractors in capture, analysis, and reporting of quantitative and qualitative data on operations performance.
Formulates and implements effective strategies, examines policy and strategic planning with a long-term perspective, and determines objectives/priorities.
Uses emotional intelligence, leadership expertise, and diversity, equity, inclusion, and accessibility (DEIA) principles in support of project teams and staff.
Identifies problems and opportunities and uses judgment and leadership to maximize outcomes and team building.
Works with leadership to assign work to project team members; supports employee development and training needs; informs supervisor of performance success and issues and provides project team advice and guidance on operations.
Requirements

- Must be able to obtain and maintain a security clearance.
- Males born after 12/31/1959 must be registered with the Selective Service.

Education and Experience Requirements:
GS-9: A Master's Degree or equivalent graduate degree or
Two full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
GS-11: A Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
Specialized Experience:
Specialized Experience Statement GS13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of specialized experience refers to full-time work; we consider part-time on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) design and delivery of complex management analyses using qualitative or mixed methods approaches, b) supporting leadership in using indicators for performance management, and c) developing and delivering continuous improvement training and resources. Further, at least one year experience, without significant supervision or support from others, as a project manager leading a team on large, complex qualitative or mixed methods analyses that required working with representatives from different units outside my organizational unit.
Specialized Experience Statement GS12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. One year of specialized experience refers to full-time work; we consider part-time on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) design and delivery of complex management analyses using qualitative or mixed methods approaches, b) supporting leadership in using indicators for performance management, and c) developing and delivering continuous improvement training, resources, and support. Further, at least one year experience leading other staff in delivering qualitative or mixed methods analyses, without significant supervision or support from others.
Specialized Experience Statement GS11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 level in the Federal service. One year of specialized experience refers to full-time work; we consider part-time on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) design and delivery of complex management analyses using qualitative or mixed methods approaches, b) supporting leadership in using indicators for performance management, and c) developing and delivering continuous improvement training, resources, and support. Further, at least one year experience delivering qualitative or mixed methods analyses that did not require significant supervision or support from others.
Specialized experience statement GS-9: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 level in the Federal service. One year of specialized experience refers to full-time work; we consider part-time on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) design and delivery of complex management analyses, b) supporting leadership in using indicators for performance management, and c) developing and delivering continuous improvement training, resources, and support.

Education: A Master's or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related fields of study. (You must provide transcripts);
Or
Combination of Education and Experience :You have some specialized experience as described, but less than one year; and you have more than one year but less than two years of directly related graduate education. You have computed the percentage of the requirements, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (You must provide supporting transcripts.)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
