Duties
Being a Supervisory Law Enforcement Specialist (Instruction) makes you a valuable member of the FLETC team and mission in the Core Training Operations (CTO) Directorate. The position serves as a Division Chief and is responsible for the overall performance and technical activities of subordinate staff, which may include Supervisory Law Enforcement Specialists, Law Enforcement Specialists (Instructors), Law Enforcement Training Advisors, International Training and Assistance Coordinators, and administrative personnel as assigned. The Core Training Operations Directorate is comprised of the Firearms, Physical Techniques, Driver and Marine and Enforcement Operations Divisions at the Glynco Training Delivery Point. CTO also oversees the Drivers and Firearms and General and Physical Training Divisions at the Artesia Training Delivery Point.

- Position is subject to the Lautenberg Amendment - persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
- You must successfully pass a background investigation.
- This position is designated as Emergency Essential. You will be required to sustain FLETC operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.
- Overtime work may be required.
- New supervisors/managers must successfully complete a 1-year probationary period.
- This is not a bargaining unit position.
- This position participates in FLETC’s Continuity of Operations Program. You are responsible for ensuring little or no disruption to the FLETC Mission Essential or Primary Mission Essential Functions in the event of an emergency.

SELECTIVE PLACEMENT FACTOR: In order to be considered for this position you must:
A. Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws; -OR-
B. Have held a federal civilian position in the 1801 occupational series.
SPECIALIZED EXPERIENCE: In addition to the Selective Placement Factor, you must possess at least one year of specialized experience equivalent to the GS-14 grade level performing the following: directing, planning, administering, managing, and evaluating law enforcement training programs and/or law enforcement operations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: Secondary Administrative Law Enforcement Officer retirement coverage is being offered for this position.
Transfer Requirement for CSRS: To be eligible for secondary coverage, an employee must: • Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND • Be continuously employed in a secondary position since moving from a primary position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause) and/or voluntary breaks in service that began prior to January 20, 1988.
Transfer Requirement for FERS: To be eligible for secondary coverage, an employee must: • Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND • Have completed 3 years of service in a primary position, including any such service during which no FERS deductions were withheld; AND • Be continuously employed in a secondary position since moving from a rigorous position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause).
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Time-in-Grade: Current and former federal GS employees must have served 52 weeks at the GS-14 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.
