About the Position: This position is located in San Diego, CA. This is not a remote position. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Student Loan repayment may be authorized.

Duties

Serve as Lead Contract Specialist responsible for a variety of duties associated with the acquisition of highly complex DHA requirements and administration of contracts through closeout. Conduct pre-proposal conferences. Explain complex contracting issues and procedures. Perform post-award contracting work. Coordinate contract administration activities with the contractor and contracting Division. Lead a team of Contract Specialists.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • One year trial/probationary period may be required.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This is a DOD Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.

Basic Requirement for Lead Contract Specialist, NH-03: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience soliciting, awarding, administration, and termination/closeout of contracts; and providing technical contract guidance to staff and/or stakeholders; and coaching or leading team members on acquisition programs; and negotiating contracts including contract modifications. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-02). Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the specialized experience qualification requirement using experience alone--no substitution of education for experience is permitted. ***Defense Acquisition Workforce Improvement Active Career Field.
