Duties

You will classify the type of work (construction/renovation) to align with current federal funding regulations. You will act as a Project Manager and technical expert over the development of project justification and documentation in support of Military Construction Project Data Sheets (DD1391's) for new facilities and major renovations. You will apply architectural and/or engineering skills in order to produce a wide variety of facility planning products and services for a high-tempo Navy installation. You will validate facility requirements through investigation and update Facility Planning Documents (FPD's). You will support the development of Site Approvals (safety). You will actively communicate in both written and verbal form at multiple levels to inform, develop consensus, resolve conflicts, and gain approval.

Requirements

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

A Professional Registration, licensing or certification is highly desirable. If you possess one, please include a copy in your resume application package. For the GS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Assisting in the resolution of engineering, architecture, or community planning problems using established principles; 2) Assisting in developing facility plans and objectives including criteria, procedures, and instructions; and 3) Assisting in communicating the impacts (i.e., benefits and liabilities) of facility projects. Education

Applicants for the GS-9 level that do not meet the specialized experience as described above may qualify with education or a combination of experience and education as follows: You have successfully completed 2 years of progressively higher level graduate education leading to a master's degree directly related to the position being filled; oryou have successfully completed a master's or equivalent graduate degree directly related to the position being filled; or you have a combination of experience and education as described above that equal at least one hundred percent of the qualification requirements.

Applicants for the GS-11 level that do not meet the specialized experience as described above may qualify with education or a combination of experience and education as follows: You have successfully completed a Ph.D. or equivalent doctoral degree directly related to the position being filled; or you have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree directly related to the position being filled; or you have a combination of experience and education as described above that equal at least one hundred percent of the qualification requirements.
