You will serve as an INVESTIGATIVE ANALYST in the Naval Criminal Investigative Service (NCIS). All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. Duties

You will conceive and assess investigative activities/procedures leveraged in the most sensitive counterintelligence investigations defending the Department of the Navy. You will provide critical analytical oversight to counterintelligence products, leverage creative and innovative operational concepts and approaches to preserve Department of the Navy critical capabilities. You will provide effective and creative tactics to field elements to counter Foreign Intelligence Entities (FIE) collection activities harmful to national security. You will make substantive recommendations on policy issues and investigative/operational matters. You will anticipate and influence national security events that impact NCIS’ counterintelligence mission and its counterintelligence initiatives and operations as they unfold. You will review and determine the effectiveness of investigative techniques and recommend improvements where required. You will use a wide range of databases and common/specialized software to perform analytical work and administrative work.

  • You will be required to obtain and maintain a TOP SECRET/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • Relocation expenses (i.e. PCS) may be authorized in accordance with applicable travel regulations
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • This position will be subject to a Counterintelligence-Scope (CI) polygraph examination.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in selecting, organizing and analyzing relevant data to solve problems in the counterintelligence operation; Expert experience in developing complex counterintelligence investigations designed to disrupt foreign adversary activity; Expert experience in analyzing information from counterintelligence databases to identify relevant information, discrepancies and threats; and Experience in coordinating complex counterintelligence efforts and collaborating with internal and external partners or agencies.
