This position is in the Health Professions Education (HPE) Office (HPEO) and is organizationally aligned and supervised by the Associate Chief of Staff for Education, Designated Education Officer (DEO), who reports to the Chief of Staff (COS). This position supports the DEO responsibilities for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility.
Duties
Creates team-based quality improvement plans, including definition of goals, utilizing performance measures, appropriate analysis tools and total quality improvement methods.
The position will monitor performance through the development and application of appropriate measures.
Exercises authority to approve, reject or recommend actions on promotions, leave, awards, disciplinary actions and to investigate or hear grievances as appropriate.
Promotes a climate in which staff can identify problems and develop innovative solutions for improving processes, HPE programs, and HPT satisfaction.
The position oversees the preparation and implementation of the annual training and development plan that stresses OAA policy and principles such as customer relations and maintains and upgrades knowledge and skills in other areas of service delivery.
Supervises special projects and project management planning to include program analysis and evaluation.
Identifies and resolves complex resource, regulatory, and program issues with academic affiliates, affiliate federal partners, facility and VISN staff, and OAA.
Exercises responsibility for long-range planning, development, implementation, coordination, and evaluation of initiative-driven programs.
Develops, reviews and revises, as needed, medical facility standard operating procedures, policies to ensure compliance with VA and OAA policies (1400 series directives).
Provides overall budget oversight and SME to the DEO and HPE service staff.
Conducts analytical studies on operational processes, issue topics, or related special projects.
Assists the DEO in managing special circumstances to include Accreditation Council
for GME (ACGME) and other HPE profession-specific accreditation issues, Office of
Inspector General or Government Accountability Office (GAO) audits, TJC surveys,
patient and trainee safety incidents, OAA site visits, and HPT conduct or performance
issues.
Assesses clinical learning environments using Trainee Satisfaction Survey or other
instruments; advocates for and facilitates change based on feedback.
Produces documentation, policy/ SOP, and processes for reporting the annual
Resident Disbursement Review Process audit to the local Integrity and Compliance
Officer and OAA.
Provides oversight and management of data for individual HPTs, program letters of
agreements (PLA), accreditation, affiliations, HPE programs, funding sources, compliance, and risk.
The position develops and maintains a long term (5-year) strategic plan
for DEO office operations and HPE programs.
The position has a key role in planning for the facility's electronic health record transition from CPRS to Cerner as it relates to HPTs and ensuring effective processes for timely access to prevent patient care delays.
Represents the DEO and HPE service in formal speaking engagements at facility meetings with the affiliate or at public relations events.
Builds constructive and effective relationships with colleagues at all levels and is
expected to develop, implement, and monitor an effective HPT, staff, and patient, HPE satisfaction program within the HPE service and take corrective action to improve customer satisfaction as appropriate.
Performs other duties and responsibilities as necessary.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
or
Specialized Experience
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of the unique characteristics of the specific health care delivery system, the missions, organizations, programs, and requirements of a health care delivery system, intra- and interdepartmental relationships, and agency operations and programs sufficient to interact effectively with healthcare facilities, regulatory bodies, accrediting agencies, and affiliates to seek out and secure detailed technical information for task accomplishment.

Physical Requirements: The work is primarily sedentary; although, some slight physical effort is required. Work may be performed in a clinical setting to observe program operations and trainee work environments. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite.
