This position is located in the Design and Construction Division (DC), Office of Real Property Management (RPM), Deputy Assistant Secretary for Operations (OPR), Bureau of Administration (A), in the U.S. Department of State (DOS).
Duties
Plans and coordinates construction activities of new construction and renovation projects.
Works out problems largely on own initiative and acts independently to perform quality assurance and safety assurance functions but keeps supervisor apprised on any controversial issues and/or policies of an unusual nature.
Reviews work in the form of reports, correspondence, etc., that are referred to the supervisor for signature.
Supports the overall construction management process, including, under minimal supervision, establishing budget and contract constraints, performing inspections, and coordinating with design and other support staff.
Independently assesses existing site conditions and evaluate customers’ requests to develop scopes of work.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service that provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Examples of occupations that may have provided qualifying specialized experience include: engineering aid or technician or surveying technician performing work directly related to construction; construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements; and supervisor of craftsperson's, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.
In addition, qualifying specialized experience must demonstrate the following:
Experience conducting facility assessments to support the development of scopes of work by evaluating and documenting existing conditions to include structural elements, mechanical, electrical, plumbing, infrastructure, telecommunications, and hazardous materials.
Experience managing construction and renovation projects, ensuring compliance with plans, contractual specifications, quality standards, and safety regulations.
Experience coordinating with contractors, architects, and engineering teams to resolve complex technical issues, and facilitating smooth project execution.
Experience reviewing, analyzing and responding to contractor submittals, shop drawings, and requests for information (RFI) to ensure compliance with plans, project specifications, design requirements, and industry standards.
There is no substitute of education for specialized experience for the GS-12 position.
