This position is located with the Bureau of Indian Affairs, Superintendent, Northern Pueblos Agency, Branch of Administration, in San Juan Pueblo, New Mexico. The incumbent has varied key administrative responsibilities to support the Superintendent and makes decisions in accordance with applicable policies, rules, and regulations.

Duties

Serves as principal advisor to the Superintendent. Responsible for the management and execution of all agency administrative matters. Reviews directives from higher authority and advises on potential impact on programs to ensure the needs of tribes are met. Serves as the Awarding Official’s Technical Representative on contracts and grants. Provides technical assistance to tribes to ensure Federal funding expenditures are accurate and meet the approved scope of work are in accordance with the intent of Federal program funds. Ensures tribal contracts and grants are in accordance with Public Law 93-638 policies, as amended. Prepares correspondence, reports, tribal contract records, and statistical documentation for response to data calls. Performs budget administration functions advising on the status and availability of funds. Provides administrative direction on all fiscal matters including time and attendance, bill of collections and deposits. Conducts administrative analysis of internal operating procedures and instructions for efficiency. Oversees and provides direction for administrative functions consisting of budget, personnel, program evaluation, property and supply; records management; implementation of annual program goals and objectives. Consolidates data and reviews to ensure accomplishment of objectives, timeliness, and acceptability.

  • Will be required to file an OGE-450, Confidential Financial Disclosure Report Form in accordance with 5 CFR Part 2634, Subpart I.
  • Travel and relocation expenses will not be authorized. Any relocation expenses associated with reporting for duty will be the responsibility of the selected employee.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0341) GS-13: Qualifying is one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Examples of specialized experience includes work in providing administrative oversight to secure or negotiate for resources or services; coordinate budgets and human resources; conduct program evaluations, apply procurement principles, space management, records management, data/information management, respond to data calls and similar or closely related activities. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
