This position is a Biologist, GS- 0401-7 working in Delano, CA for the Kern National Wildlife Refuge.

Duties

As a Biologist your duties will include, but are not limited to, the following: In a developmental capacity, participates in the planning and execution of studies and assessments concerning biological, chemical, and physical processes that affect ecosystems. Conducts routine field experiments using established data-collection systems and extracts and analyzes data from these systems. Selects and applies standard techniques, processes, and procedures. Gathers and organizes a wide variety of biological, ecological, pathological, public use data or other information pertinent to scientific studies. Performs preliminary analysis of quantitative and qualitative data using established methods and software in ways that support project needs. Participates in the implementation of public use and education programs. Maintains public use and educational facilities. Promotion Potential: The major duties listed represent the performance level of GS-7. At this grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9.

Qualifications

Only experience and education obtained by 11/03/2023 will be considered. In order to qualify for this position, you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: A. I have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to fish and wildlife biology. NOTE: Transcripts required. (OR) B. I have an appropriate combination of education and experience-courses equivalent to a major as shown in "A" above, PLUS experience appropriate experience or additional education. The quality of the combination of education and experience must demonstrate that the applicant possesses the particular knowledge, skills, and abilities required to perform the work of the position to be filled. NOTE: Transcripts required and Your resume must contain sufficient information, e.g., complete begin/end dates, work performed, work schedule, etc., for each period of work for consideration. Minimum Qualification [GS-7] A. I have one (1) full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Specialized experience may include: 1) assisting in reviewing biological portions of environmental assessment/impact statements or comprehensive resource planning reports to evaluate environmental consequences of proposed actions; 2) researching potential impacts of proposed programs or actions to determine the effects of those programs or actions on threatened and endangered species; 3) assisting with preparing portions of draft biological opinions/assessments as required under Section 7 of the Endangered Species Act (ESA) for the supervisor's review; 4) maintaining and updating files on permits issued for activities associated with endangered, threatened, proposed, and candidate species and their habitats; 5) gathering, organizing, and interpreting biological, ecological, pathological, public use, or other pertinent information to ensure management plans are current; 6) implementing federal environmental laws (i.e., Endangered Species Act, specifically Sections 7 and 10; Clean Water Act; Fish and Wildlife Coordination Act; National Environmental Policy Act), regulations, and policies involving natural resource issues. NOTE Your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration. (OR) B. I have successfully completed one full year (18 semester hours or equivalent) of graduate education in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. NOTE Transcripts required. (OR) C. I have a combination of specialized experience and graduate education as described above, that when prorated, combine to meet the qualification requirements of this position. Experience and education are each computed as percentages of their requirements and must equal at least 100 percent when combined. NOTE Transcripts required and Your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration. (OR) D. I have successfully completed of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. NOTE Transcripts required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
