This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service. Under this authority, competitive rating/ranking and veteran's preference procedures do not apply.
About the Position: This position performs strenuous railroad repair labor for long periods of time to remove and install ties and other railroad items.
Duties
Remove and install ties, track sections, switches, tie plates, bolts, spikes, and other similar track parts.
Check tracks to visually find obvious defects such as loose spikes, defective ties, broken rail, uneven joints, washed out ballast, and clogged drainage systems.
Check operation of manually thrown switches, making minor adjustments for smooth operation.
Align straight sections of track, gage tracks for correct and uniform distance between rails.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position meets the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening and random testing.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position requires business travel 30% of the time including OCONUS locations.
- This position is a Domestic Violence Offender Gun Ban commonly referred to as Lautenberg Amendment. This act bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition.
- This position requires you to complete the Railroad Safety Course within 30 days of being appointed to this position and attend annual Railroad Safety refresher course.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Railroad Repairer without more than normal supervision. Must possess the ability to perform common tasks including aligning straight sections of track and gaging tracks for correct and uniform distance between rails using a fixed gage; installing ties, track sections, switches, and other similar track parts; and checking operations of manually thrown switches and making minor adjustments for smooth operation; and cutting to designated length or install small rail sections.- Failure to meet this Screen out Element will result in an ineligible rating.
Physical Effort: You are required to perform extremely strenuous work for long periods. Work may require constant kneeling, crouching, lifting, pushing, and similar body and limb movements. You may be required to lift and carry equipment weighing over 80 pounds. All lifts over 50 pounds will be assisted with a two person lift or using a mechanical handling equipment lifting device. The two person lift limit is 100 pounds and will only be used for single event, non-routine lifts.
Working Conditions: This position requires work to be performed outside in all types of weather and may be subjected to loud machinery noises. There is danger of possible burn from hot equipment, fumes from creosote, smoke, dirt, falls and possible injuries from handling equipment.
