The Medical Supply Technician (MST) is assigned to the Sterile Processing Service (SPS). The MST is involved in the reprocessing of Reusable Medical Devices (RMD) in support of all clinical services and develops and provides training to employees. The MST develops training plans based on learning objectives and provides initial orientation and continuing education for new and established SPS employees.
Duties
Provides initial orientation and continuing education for new and established SPS employees.
Develops, monitors, and revises SPS education programs for transportation, decontamination, preparation, sterilization, distribution, Censi-Trac, and storage of Reusable Medical Equipment (RME) and Reusable Medical Device (RMD) for the Medical Center.
Develops and provides training to employees ensuring full compliance to safety regulations, SPS governing bodies, and infection control.
Identifies the training needs of SPS personnel, develops training plans, and administers training to all SPS staff.
Creates learning/lesson plans that meet the need of an individual or a specific group. Evaluates and documents the results of training activities through testing and competency evaluation.
Develops training plans based on established learning objectives, and the requirements listed in the Manufacturer's Instructions for Use (IFU's), VHA Directives, in addition to sterile processing governing bodies.
Evaluates employee competency on proper procedure and methods based upon department, hospital, and VISN policy and procedures.
Oversees and/or provides training to non-SPS personnel as it pertains to disinfecting non-critical FDA Class I, II, III RME/RMD.
Develops, monitors, trends, and revises SPS education programs as dictated by SPS governing bodies, industry standards, and the Veterans Administration.
Assists in the development of department SOP/competency documents by researching and defining the manufacturer IFUs.
Primary custodian of the Censi-Trac system, keeping up-to-date records within the system, to include setlists, biological, sterilization, and workflow records. Develops and maintains training programs specific to Censi-Trac operations.
Reports to the supervisor on performance, progress and training needs of employees.
Will perform other duties as dictated by the mission or assigned by the supervisor.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and/or Education (1) Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; or
Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; or
Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
Certification. None.
Grandfathering Provision. All MSTs that are employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
Employees grandfathered into the GS-622 occupational series as MSTs may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation.
MSTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis until they fully meet the basic requirements of the standard.
Foreign Education. To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U. S. programs.
English Language Proficiency. MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j, this part.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements outlined above, the following criteria must be met when determining the applicable grade of applicants.
GS-07 Medical Supply Technician (Sterile Processing) - Trainer
Experience. One year of experience equivalent to the next lower grade level.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:
1. Knowledge of SPS and Infection Prevention regulations.
2. Knowledge of procedures and/or operations in training developed for, and operations of SPS functions for both new and existing staff.
3. Ability to manage integrated training programs as it relates to sterile processing procedures.
4. Working knowledge of Microsoft Word, Excel or other software programs in order to complete reports and develop skills.
5. Ability to communicate effectively with staff and management officials in regards to sterile processing procedures.

Physical Requirements: This work is performed in various settings: decontamination, preparation, clean sterile supply (preparation) and in other services and departments throughout the medical facility/campus. The incumbent may be required to work in areas that are hot, cold, drafty and poorly lighted. The employee is subject to the possibility of falls, scrapes, cuts, bruises, and other injuries from material handling equipment. The work requires standing and walking during the entire workday and frequent bending and lifting of packages (occasionally weighing as much as 50 pounds). The work requires dexterity and visual acuity for manipulating, disassembly and assembly of instrumentation.
