This position is located at the Fort Peck Service Unit in Poplar, MT within the Property & Supply Department. The incumbent reports to the the Deputy Chief Executive Officer (CEO) or designee.

Duties
Responsible for procurement of supplies, services and construction.
Negotiates terms of purchase orders including analyzing pricing proposal and prepares purchase orders.
Reconcile errors with vendors and program the full gamut of contract administrative function that are associated with small purchase acquisition.
Provide technical assistance and training to staff which include follow ups and monitoring progress of corrective actions.

BASIC REQUIREMENT(S):
The following shows the amounts of education and/or experience required to qualify for this position:
GS-09: One (1) year of specialized experience equivalent to at least the GS-7 grade level.
Specialized Experience
Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Determine purchasing methods and strategies to be applied based on cost, urgency and availability of supplies and use of mandatory schedules. Identify qualified suppliers. Collaborate with bidders, obtain price quotes, evaluate offers, and negotiate terms and conditions with vendors. Provide guidance within organization defining concise purchasing requirements. Knowledge of procurement regulations, policies, principles, methods and practices applicable to purchases of specialized supplies, services and equipment.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
