The incumbent provides quality control, oversight and review of the activities in Finance, Acquisition, Logistics and Capital Asset Management across VlSN6 to determine compliance with appropriate VA program requirements. This position is located in the catchment area of VISN 6 (within 50 miles of one of the 7 VISN 6 VA facilities). Pay will be determined based on the employees location. This position is suitable for telework.

Duties

Duties consist of the following, but not limited to: Most duties and responsibilities of the incumbent are associated with the financial, logistics and capital asset management functions of the VISN. Incumbent may also be assigned to review and evaluate other areas evolving around business process improvement. Provides advice and performs assistance work for the VISN on high profile, high impact financial and business process activities. Maintains a current knowledge of policy and procedures relating to financial logistics, and capital asset management. Maintains technical expertise of computer assisted auditing tools and techniques as well as web-based activities. Conducts performance audits to determine the economy, efficiency, and effectiveness of program operations and to determine whether the entity has complied with laws and regulations applicable to the program. Conducts special audits, surveys, reviews, evaluations, studies and reports as requested by the VISN Deputy Network Director, VISN Chief Financial Officer, or the VA Medical Center(s) within VISN 6. Conducts audits/reviews which may include, but are not limited to: Major and Minor Construction Review; Non-Recurring Maintenance Review; Review of Land Use Agreements; Equipment Accountability Review; Review of the Transit Benefit Program; Review of the Travel Card Program; State Veterans Home Per Diem Program Audits; Compliance Audits; Unannounced Agent Cashier Audits; a Review of the Purchase Card Program; and a Review of the Fleet Card Program. Performs Quality Assurance Oversight Reviews designed to address systematic operational material weaknesses outlined in the Network Director's Performance Contract. Reviews current local policies at the VA Medical Center(s) within VISN 6 to ensure compliance with current VA/VHA regulations, policies and handbooks. Design financial assessment plans covering areas of significant findings of management interest. Responsible for ensuring that performance reviews are completed and for ensuring that the information provided is accurate. Determines/recommends areas in need of improvement and provides the appropriate tools/advice for improvement. Provides recommendations to strengthen controls, improve productivity, cost-effectiveness and quality of work processes. Prepares audit reports and makes recommendations regarding any deficiencies/weaknesses identified. Conducts follow-up reviews as needed to assess the level of improvement and verify the completion of corrective action plans. Ensures deficiencies are relayed to the appropriate program officials in a timely manner for resolution. Identifies indicators, progress measures, objectives, and emphasis areas for the attention of operating managers and staff. Serves as the liaison to external auditors for VA Medical Centers within VISN 6. Ensures that a range of reviews associated with the financial, logistics and capital asset management operational functions are performed in compliance with internal audit programs. Performs reviews by examining accounts and financial records for the purpose of certifying or attesting that the financial statements fairly represent the financial position of the VISN as of a predetermined date. The incumbent is considered an expert in the financial internal control area and will be available to lead or participate in process improvement teams to review processes and procedures based on audit findings within the Network or elsewhere within the Department. Actively participates as a financial quality assurance advisor to the Network senior management staff. Interacts with staff at all levels at the medical centers in VISN 6. The incumbent provides support for outcomes, assessments, and cost-benefit analyses. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement: Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Grade Requirements (GS-13): Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Examples of specialized experience may include: conducts wide range of audits; provides support for outcomes, assessments, and cost-benefit analyses; recommends corrective action for audit findings; identifies weaknesses in subordinates and provides avenues to correct and strengthen such weaknesses; develops procedures and policies to close potential internal control weaknesses; and performs audits using Agency guidelines, policies and procedures. Professional certifications such as CIA, CPA, CISA are highly desired.
