Duties

The GS-5 is an entry level trainee position which works under close supervision of a senior land surveyor or supervisor. Perform work which involves measurement and delineation of public lands, including establishing, investigating, and reestablishing land and property boundaries. Perform basic land surveying tasks, including how to plan and conduct routine surveys and resurveys. Use electronic data collection and computer-based measurement software to conduct surveys in the full field-to finish mode, and use word processing and computer-aided drafting (CAD) software to draft field notes and plats. Assist the Party Chief in determining equipment needs, preparing draft field notes and plats, and developing complete written reports describing unique problems encountered and recommended solutions

Requirements

  • This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program.
  • The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment.
  • U.S. Citizenship is required upon conversion.

Qualifications

To be eligible, an applicant must: Recent Graduates A Recent Graduate who has obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years or other applicable period. Other applicable period may include: (1) Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study; and (2) Applicants who completed their educational program requirements after December 27, 2010 will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012. GS Only: Specialized Experience Requirements: In order to assess you meet a qualified status for this position and to refer you to the hiring manager, the agency must be able to determine that you meet the qualifications based on completed education, specialized experience, and/or both - please be sure to include this information in your resume. To be creditable, experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. For GS-05 You must meet the basic education requirements of the position. For GS-07 In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-05 level in land surveying related work. Work assignments were diverse, limited in complexity and selected to provide experience and training. Examples: serve as the head of a small party on routine surveying assignments utilizing a variety of survey equipment, including total stations, data collectors, handheld calculators, and GPS receivers. -OR- Education: have one year of graduate-level education in Land Surveying or Civil Engineering with surveying option/emphasis. -OR- Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You must meet all eligibility and qualification requirements by the closing date of the announcement. Physical Demands: The work involves a mixture of time in the office, spent traveling and performing field related activities such as extensive hiking, carrying heavy loads, and cutting and clearing brush and debris with axes, brush hooks, and chain saws.

Education


This position has a positive education requirement which requires that you have a degree in land surveying; or civil engineering with an option/emphasis that included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.

A combination of education and experience--courses equivalent to a major in land surveying or civil engineering as described above, plus appropriate experience or additional education.
-OR-
Current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model law by the state, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
