The incumbent serves as a Health Technician at a VAMC Primary Care Service Line Laboratory and reports directly to the Nurse Manager.

Duties

Duties include but are not limited to: Performs a range or diagnostic laboratory support duties such as collection and labeling of specimens for the Laboratory. Performs routine repetitive diagnostic tests and procedures such as venipuncture for collection of blood specimens and collection/acceptance of other body fluids such as urine or sputum. Uses proper sterile techniques for collection of samples. Adheres to special instructions, such as coordination of transportation of lab specimens in accordance with laboratory protocols on ice, deliver immediately, protect from light, etc. Verifies the patient as the individual denoted on the request/labels using two approved forms of identification and assures all tubes are labeled with at least the patient's full name, full social security number, date and time of draw, and first initial, last name of individual obtaining specimens. Adheres to safety, infection control, and standard precautions at all times while drawing blood or performing testing (i.e. CLIA waived and one route POC). This includes, but is not limited to, such things as removing tourniquets, and wearing gloves. Must be proficient in the area of phlebotomy, being able to draw all even the most difficult patients and follow proper procedures for redrawing blood. Responds to calls for assistance in the collection of blood on the most challenging patients; blood samples are collected with a minimal number of failures, patient bruising, or required restocks. Uses hospital computer system to accurately perform routine work such as reviewing and accepting lab orders, gathering information required to complete assigned duties, and researching and resolving problems. Manages scheduling, medical data, patient movement and ensures that all medical information from telephone calls is communicated to appropriate team member and entered into the computerized patient record system. Work Schedule: Monday - Friday , 8:00 am - 4:30 pm, may include evenings and weekends Position Description Title/PD#: Health Technician- Primary Care/PD01864A Physical Requirements: The work requires some physical exertion such as prolonged periods of standing, bending, reaching, crouching, stooping, stretching and lifting moderately heavy items such as manuals and record boxes.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Acute understanding of the environmental risks involved when performing duties associated with a clinical laboratory and maintain current knowledge on accident prevention, safety practices, and infection control procedures. Knowledge of clinic processes and services to function in and interact with various clinics throughout the hospital. Knowledge of approved venipuncture specimen collection techniques and the laboratory test requirements necessary to select and use the appropriate equipment and materials. Knowledge of processing and storage requirements and procedures for laboratory specimens. OR Education: 4 year course of study above high school leading to a bachelor's degree with courses related to the occupation OR Applicants may also combine education and experience to qualify at the GS-05 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
