This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Duties

The Veterans Justice Outreach (VJO) Supervisory Social Worker is assigned to Community Housing and Outreach Services Programs at VA Puget Sound Health Care System with responsibility to provide direct services for Veterans, their families, and caregivers. VA Puget Sound is a Complexity Level 1a Facility and provides extensive primary, secondary, tertiary, and quaternary care in outpatient, inpatient, residential, and community settings. VA Puget Sound is a multi-site medical system that includes a major medical facility in Seattle, Washington, outpatient and residential facilities at American Lake Campus in Tacoma, Washington, and multiple Community Based Outpatient Clinics. The Community Housing and Outreach Services (CHOS) Veterans Justice Outreach (VJO) Supervisory Social Worker ensures for program integrity, overseeing the provision of social work services within the VJO program in their coverage area within the VA Puget Sound. The Supervisory Social Worker may also supervise staff from other CHOS programs, as assigned, such as Health Care for Homeless Veterans (HCHV), HUD-VASH, HPACT, or Grant and Per Diem programs. The Supervisor fulfills the functions of Social Work Supervisor as outlined in VHA Handbooks 1162.05 (HUD-VASH), 1162.09 (HCHV), 1162.01 (GPD); 1162.06 (VJP), as assigned. The VJO Supervisory Social Work position is 75% clinical and 25% supervisory. Clinical duties include assessment and case management of justice-involved Veterans, education and training to internal and external stakeholders, outreach services to Veterans in jails, and engagement in Veteran Treatment Courts. The incumbent will provide a full range of services within the Social Work Scope of Practice based on Veteran needs, acuity level, and preferences for care. Services may include, but are not limited to, the following: assessment, case management; individual, family, and group therapy; discharge planning; resource linkage; and care coordination. The incumbent conducts routine suicide risk screens, comprehensive suicide risk evaluations, and collaborative safety plans when clinically indicated. A substantial portion of the workload directed by this position is carried out in the community in courts and/or jail settings. The incumbent must have an unrestricted State Driver's License and be cleared to drive a government vehicle for transporting Veterans. Travel across the program catchment area is expected to meet clinical and programmatic needs. Administrative duties include supervision of VJO staff and program at VA Puget Sound. The incumbent monitors compliance of staff members with VA performance measures and effectively shapes provider practice patterns to improve standing on performance measures. The incumbent leads and facilitates quality improvement projects, as identified, or assigned. The incumbent ensures accuracy of staff's data collection in VA Homeless Operations Management and Evaluation System (HOMES) or other database systems as directed by the VA Central office and electronic medical charting documentation. The incumbent shares expertise with internal and external stakeholders to the organization by leading or actively participating in interdisciplinary groups such as committees, taskforces, projects, or professional activities. The incumbent acts as a leader within CHOS and a supervisory liaison to the Veterans Justice Program National Office. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f) Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. Grade Determinations: Supervisory Social Worker, GS-12 (1) Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. (2) Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. (3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services. (d) Ability to provide staff training and development. (e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities.
