The incumbent serves as a Facilities Operations Specialist (FOS) in the Maintenance & Operations (M&O) section in the Facilities Management Service (FMS) at the VA Pacific Islands Health Care System (VAPIHCS).

Duties

MAJOR DUTIES: Administers all contracts to operate and maintain the facility. Serves as Contracting Officers' Representative on all maintenance and service contracts that support the facility. Determines the priority for the maintenance, repair and improvement of all buildings. Modifies plans as required to respond to changing and unpredictable demands for services and the need for unscheduled maintenance due to worn and overtaxed facilities. Professional knowledge of main life safety utility systems and components such as generators, automatic transfer switches, transformers, boilers, medical gases, compressors, air handling units, condensers, elevators, chillers, cooling towers and other equipment and building system components necessary to allow a large medical facility to function on a daily basis. Responsible for the evaluation of the effectiveness and efficiency and attainment of program goals and objectives and compliance with pertinent legal and regulatory guidelines. Develops and keeps current appropriate Medical Center policies to ensure requirements for periodic maintenance and testing of critical life safety utility systems are met. Work Schedule: Monday-Friday 7:30am-4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. or Experience General Experience (for GS-5 positions): Experience that provided a knowledge of the practices and procedures related to property management, maintenance, materials requirements, and building operation and repair. This experience may have been gained in work such as budget or report preparation, maintenance of property and financial records, or trades or crafts work requiring technical knowledge or judgment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Knowledge of medical facilities consisting of several buildings with different functions requiring different operational procedures sufficient to oversee and implement a program involving the identification and resolution of difficult issues or problems. Knowledge of preparing budgets based on plans for maintenance, repair work, new construction, alteration projects, replacement of existing equipment, or increase in services.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond GS-11. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Individuals or groups from outside the agency, including consultants, contractors, vendors, or representatives of professional associations, the media, or public interest groups, in moderately unstructured settings. May also include contacts with agency officials who are several managerial levels removed from the employee when such contacts occur on an ad hoc basis. Individuals must recognize or learn the role and authority of each party during the course of the meeting.
